品目39.16现行条文为：“塑料制的单丝（截面直径超过1毫米）、条、杆、型材及异型材，不论是否经表面加工，但未经其他加工”。
其对应英文原文为：
“Monofilament of which any cross-sectional dimension exceeds 1 mm, rods, sticks and profile shapes, whether or not surface-worked but not otherwise worked, of plastics”。
可见，英文原文用的是 "cross-sectional dimension"（截面尺寸），但中文译为 "截面直径"。
而与该条文相对应的第十一类类注一（七）则将“cross-sectional dimension”译为“截面尺寸”。
截面尺寸超过1毫米的塑料单丝和表面宽度超过5毫米的塑料扁条及类似品（例如，人造草）（第三十九章），以及上述单丝或扁条的缏条、织物、篮筐或柳条编结品（第四十六章）”Monofilament of which any cross sectional dimension exceeds 1 mm or strip or the like (for example, artificial straw) of an apparent width exceeding 5 mm, of plastics (Chapter 39), or plaits or fabrics or other basketware or wickerwork of such monofilament or strip (Chapter 46)，
二者表述不一致，易引发归类歧义。
cross-sectional dimension直译为“横截面尺寸”、“截面尺寸”，指任一横截面的尺寸，并不限定截面的形状；
塑料单丝的截面形状除了圆形外，还有其他形状。如行业标准FZ/T 54071-2013 锦纶6单丝，该标准适用于线密度为 5.50 dtex～230 000.00 dtex、对应单丝当量直径为 0.024 mm～5.036 mm 的圆形截面、异形截面，有光、半消光、全消光锦纶6单丝。
而截面直径”仅特指圆形截面的直径，缩小了英文原文的范围。
在其他注释中，cross-sectional dimension都译为“截面尺寸”。如：
1、品目40.07（硫化橡胶线及绳）
本品目包括：
一、完全由硫化橡胶制成的线（单股），其任一横截面尺寸不得超过5毫米，否则不归入本品目（品目40.08）。
Thread wholly of vulcanised rubber (single strand) of any cross-section provided that no cross-sectional dimension exceeds 5 mm. If it does, the thread is excluded (heading 40.08)
2、子目7314.20—交点焊接的网、篱及格栅，其丝的最大截面尺寸在3毫米及以上，网眼尺寸在100平方厘米及以上
- Grill, netting and fencing, welded at the intersection, of wire with a maximum cross-sectional dimension of 3 mm or more and having a mesh size of 100 cm² or more。
综上，为统一符合协调制度中文表述的一致性，明确归类标准，建议将品目39.16条文及注释中所有“截面直径”统一修改为“截面尺寸”。
