Regulatory Update – EU CE SAR Regulation
On 7 September 2026, the European Union officially included EN 50566:2017/A2:2025 in the Official Journal (OJ) under the Radio Equipment Directive (RED). This revision tightens SAR evaluation for handheld and body-worn radio devices: the Body SAR test distance is reduced from ≤5mm to 0mm direct contact. An 18-month transition period is granted until 7 March 2028. Exporters shall review existing CE certificates and arrange upgrade testing in advance to avoid market access barriers.
Key Changes
- Test Condition Update: Body-worn, body-supported and garment-integrated devices shall be tested at 0mm (direct contact with phantom), instead of the previous maximum 5mm gap. The SAR limit remains 2.0 W/kg (10g average).
- High Compliance Risk: RF energy rises exponentially when the air gap is removed. Many products that barely passed at 5mm will fail the 0mm SAR test.
- Transition Period Rules:
- New applications during transition: either old A1 or new A2 standard is acceptable; no mixed testing allowed.
- Existing certified products may stay on the market until the end of transition.
- All new applications after 7 March 2028 must follow the 0mm A2 version.
- Document Revision: Remove the 5mm separation statement from user manuals; update RF exposure declaration for direct body contact.
