Ionisation Chamber Radiation Survey Meter

1. Scope

1.1. This specification describes the requirements for the Ionisation Chamber Radiation Survey Meter (hereinafter referred to as “the System”), for measuring the photon radiation, in particular X ray, for radiation protection purposes, during the conduct of shielding verifications in the X ray intervention room, to be provided to the Hospital “La Mascota” within the Ministry of Health, in Managua, Nicaragua, hereinafter referred to as the “End User”.

1.2. The System is to be provided through the IAEA Project NIC 9007 “Strengthening the National Infrastructure for Radiation Safety”.

1.3. Supplier may propose alternatives that differ from this Specification, but are intended to produce the same or better results for this application. In such cases, these must be clearly stated and justified in the offer and sufficient technical information has to be provided for assurance of compliance with this Specification.

1.4. Any assumptions made in the Supplier’s offer (e.g. facilities, standards, equipment already possessed by End-User) must be clearly identified.

2. Applicable Documents

2.1. The following documents shall be applicable for this Specification to the extent specified hereinafter:

2.1.1. IEC 60846-1:2009 Radiation protection instrumentation - Ambient and/or directional dose equivalent (rate) meters and/or monitors for beta, X and gamma radiation - Part 1: Portable workplace and environmental meters and monitors.

2.1.2. IEC 61010-1:2010 Safety requirements for electrical equipment for measurement, control, and laboratory use - Part 1: General requirements.

2.2. In the event of conflict between the documents listed above and the content of this Specification, the content of this Specification shall take precedence to the extent of the conflict.

3. Definitions, Acronyms, and Abbreviations

3.1. The following definitions, acronyms, and abbreviations shall apply throughout this Specification unless defined otherwise hereinafter:

3.1.1. H*(10): Ambient dose equivalent for strongly penetrating radiation.

4. Requirements

4.1. The System shall meet the following functional and performance requirements:

4.1.1. Rugged construction.

4.1.2. Shockproof hermetic case

4.1.3. Visual and audible alarm

4.1.4. User interface simple and intuitive

4.1.5. Digital indication of dose and dose rate in Si units (Sv)

4.1.6. Display readable in high and low lighting conditions

4.1.7. Capability to record peak rate

4.2. The System shall meet the following technical requirements:

4.2.1. Environmental conditions: stable response from -20 °C to +50 °C and from 40 % to 95 % humidity

4.2.2. Display type: digital, analogic

4.2.3. Detector: ionization chamber

4.2.4. Radiation quantity: ambient dose equivalent H*(10)

4.2.5. Measuring range: up to 10 mSv/h.

4.2.6. Energy range: from 7 keV.

4.2.7. Calibration certificate need to be provided

4.2.8. Relative error of measurement in the measurement range: less than ±10%

4.2.9. Alarm type: visual, and audible over-range alarm

4.2.10. Low battery warning

4.2.11. Communication with PC

4.2.12. Power supply: standard rechargeable battery

4.2.13. Battery life time: ≥ 50 h (standard rechargeable under non-alarm condition)

5. Marking

5.1 The System shall have all safety markings in English language.

5.2 The reference point(s) of the instrument’s detector (for every embedded detector) shall be indicated.

6. Packing

The System, for the shipment by air to the End-User, shall be packed in accordance with international standards that are applicable for the shipment of this kind of equipment.

7. Quality Requirements

7.1. The System shall be manufactured and shipped in accordance with the Contractor’s ISO 9001 quality assurance system (ISO 9001:2015 Quality management system requirements (https://www.iso.org/standard/62085.html) or an equivalent quality assurance system.

7.2. The Contractor shall document the compliance with this quality assurance system.

8. Testing and Acceptance

8.1. The System, prior to shipment, shall be tested for conformance of the System with manufacturer’s performance specifications and the minimum requirements specified herein.

8.2. The System, after the delivery, shall be tested by the End-User to demonstrate that the performance meets the manufacturer’s performance specifications and the minimum requirements specified herein, as determined by the IAEA and the End-User.

9. Deliverable Data Items

9.1.The Contractor shall provide two (2) complete sets of Operation and Servicing Manuals and Technical Drawings in hard copies and one (1) in electronic version in Spanish, if available, otherwise in the English language.
