面对此情况,多家船公司纷纷发出通知开征港口拥堵附加费。

日前,汉堡南美发布通知称,鹿特丹和安特卫普港都在经历“持续的运力短缺问题”,导致驳船供应商的运营成本增加,因此从即日起将开征港口拥堵附加费。
具体通知如下:

Dear valued Customer,
Due to continuous operational constraints in regards to the handling of barges in the ports of Antwerp and Rotterdam, our barge operators implemented a Congestion Surcharge. As we are not in the position to absorb these additional charges, we will likewise implement a Barge Congestion Surcharge applicable for all inland transports per barge to and from the ports of Antwerp & Rotterdam. The surcharge is valid with immediate effect and amounts:
EUR 25 per Im- and Export Container
We hope for your understanding that this surcharge is currently unavoidable in order to ensure a smooth handling at the European Westports.

Currently both Rotterdam and Antwerp ports have been experiencing an “ongoing capacity shortage” problem, which gives negative impact on the ports’ performance and causes an increase of operational cost for our Barge Vendors.
In response to the situation, MOL regrets to implement a congestion surcharge of EUR 25 per Container on all Carrier’s haulage transports booked by the transport mode Barge via the ports of Rotterdam & Antwerp, with effective date on the 21.07.2017 until further notice.
近日,达飞发布公告称,安特卫普和鹿特丹港的拥挤情况仍未出现缓解。近几个月,驳船在安特卫普和鹿特丹港的等待时间长达48小时-120小时,也就是说驳船需要等待2-5天的时间来完成装卸,而长达5天的等待时间也并不罕见!
达飞宣布,自今日起(7月10日),针对所有进出口安特卫普和鹿特丹,需要驳船转运的集装箱(包括空柜和重柜),征收拥堵附加费,具体如下:
1.来自/去往科隆到巴塞尔区域的,征收25欧元/柜的拥堵附加费;
2.到荷兰内陆港口:Moerdijk/Tilburg/Alphen a/d Rijn的,征收10欧元/TEU;
3.如果驳船不能在原定的港口卸货,货物将被运往替代的港口卸载,并将收取180欧元的额外费用

Kindly note that the congestion situation in both Antwerp and Rotterdam is not improving.
Since a few months barges are faced with very long waiting times for loading & unloading in the port of Rotterdam & Antwerp; processing times of 48 hours with peaks up to 120 hours are not unusual.
Concrete it means that as from July 10th each box (full or empty) that will move by barge:
a) fm/to the region Cologne up to Basel, will be subject to a congestion surcharge of 25,00 € per container.
b) In the Netherlands, more specific for inland terminals Moerdijk/Tilburg/Alphen a/d Rijn will be subject to a congestion surcharge of 10,00 € per TEU.
Furthermore, if a barge cannot discharge the laden box at the intended deep sea terminal, containers will be discharged at an alternative terminal, this will incur an extra cost of 180,00 €.

赫伯罗特从7月10日起,就针对去往鹿特丹和安特卫普这两个港口并需要驳船转运的货物征收拥堵附加费。

We would like to inform you that the operations in Rotterdam and Antwerp are being affected beyond normal conditions. Since the terminals are congested and only operating with slowed productivity, we have to implement the following congestion surcharge with immediate effect:

1. For all cargo departing/arriving from/to Rotterdam using feeder services
2. For all cargo departing/arriving from/to Rotterdam and Antwerp using barge services
