To solidly advance quality and efficiency improvement and cost reduction and value creation, the Overseas Engineering Division of China 22MCC Group, together with the Business Budget Department, organized an advanced online live training program entitled “Cost Reduction and Efficiency Enhancement and Variation Claims in Practice for International Projects.” The three-day program brought together participants from 10 associate organizations within the company. Adhering to the principle of promoting learning through training and driving action through learning, it precisely addressed professional capability gaps among overseas business personnel and continuously strengthened the foundation for value creation in overseas projects.

The curriculum was scientifically designed and well-organized, adopting a phased thematic teaching model. Each day concluded with interactive discussions and questions and answers（Q&A）sessions to ensure learning effectiveness.

The first two days focused on Whole-Process Cost Management for International Projects, examining the bidding and performance/completion stages. The course highlighted a seven-step pricing methodology for determining project scope, dividing subcontracts, organizing construction, and calculating costs under conditions of “no tender price cap, no quota system, and no unified technical standards.” It also provided in-depth explanations of risk-response strategies such as multi-currency pricing to hedge exchange-rate fluctuations and price adjustment to offset inflation. Drawing on real overseas project cases from the Middle East, Africa, Southeast Asia, and South America, it systematically reviewed key points in design, procurement, construction, contract management, and closing cost lock-in during the performance stage, helping participants build a full-lifecycle cost management approach from bid pricing to performance completion.

The third day focused on Theoretical Research and Practical Drills on Variation Claims for International Engineering Contractors. Based on FIDIC contract conditions, it explained the underlying logic and risk allocation principles of the Red, Yellow, and Silver Books, identified four core capabilities for international project claims—“mastering contracts, understanding procedures, writing persuasive letters, and being ready to assert rights”—and analyzed practical points for claims involving unforeseen physical conditions. Through classic cases such as the temporary works ownership dispute on the Addis Ababa-Djibouti Railway and the contract termination claim and DAB dispute resolution review for an airport terminal in Africa, the course demonstrated practical methods for drafting claim notices, building evidence chains, and applying DAB dispute adjudication mechanisms. It also introduced practical techniques for using AI tools to draft and optimize claim notices and international business correspondence, further enhancing the efficiency and professionalism of preparing English claim documents.

The three-day training was intensive and substantive. It covered bid pricing calculation and assessment, refined management and control during performance and closing, FIDIC clause interpretation, and practical claim letter drafting. It gathered extensive frontline experience and was packed with actionable insights. Participants from various units engaged in online collective learning, connected across screens for exchange and discussion, and worked to translate their learning into real results.

The participating units will gradually apply the knowledge gained from the training to their business strategies and practical operational methods. They will strive to build a professional overseas operation team that is proficient in contracts, has a good understanding of costs, and is skilled at generating efficiency, providing a solid talent guarantee for the high-quality development of the company's overseas business.
