According to qualifications, there are three categories of talents that are suitable for different application standards:

category A(foreign high-end talents): in line with the "high-precision and cutting-edge" orientation, such as being selected for the domestic talent introduction plan and having internationally recognized professional achievements; Points scored ≥ 85 points; Monthly salary not less than 50000 yuan and other categories, no age or work experience restrictions;

category B(foreign professional talents): Bachelor's degree or above+2 years of relevant work experience, age not exceeding 60 years old (relaxed for urgently needed and scarce talents), with a point count of ≥ 60 points and other categories;

2、Core process:

Step1:Overseas application for "NOTIFICATION LETTER OF FOREIGNER’S WORK PERMIT IN THE PEOPLE’S REPUBLIC OF CHINA"

Employers log in to the "Service System for Foreigners Working in China", submit electronic materials online, and generate an electronic notification after approval.

Step2: Apply for Z visa overseas

Apply for Z visa from a Chinese embassy or consulate abroad with "NOTIFICATION LETTER OF FOREIGNER’S WORK PERMIT IN THE PEOPLE’S REPUBLIC OF CHINA", passport (valid for≥6 months), employment contract, and other relevant documents.

Step3:Complete temporary accommodation registration within 24 hours after entry.

Step4:Medical examination after entry.

Step5:The company representative brings all the original documents and other materials of the foreigner to the counter for verification.

Note:The validity period of "NOTIFICATION LETTER OF FOREIGNER’S WORK PERMIT IN THE PEOPLE’S REPUBLIC OF CHINA" is generally 3 months. The applicant must apply for the visa within 3 months and have the company representative go to the counter for verification.

一、谁能申请？

用人单位需满足：依法设立并具备实际经营场所，依法纳税、缴纳社保且无严重违法失信记录；聘用岗位需是国内暂缺适当人选的特殊岗位，薪资不低于上海最低工资标准。

申请人需满足：年满18周岁、身体健康、无犯罪记录，境内有确定用人单位，具备岗位所需专业技能或知识水平；工作需符合我国经济社会发展需求，

按资质分为三类人才，适配不同申请标准：

• A类（外国高端人才）：符合“高精尖缺”导向，如入选国内人才引进计划、拥有国际公认专业成就；计点积分≥85分；月薪不低于5万等类别，无年龄和工作经历限制；

• B类（外国专业人才）：本科及以上学历+2年相关工作经历、年龄不超60周岁（急需紧缺人才可放宽），计点积分≥60分等类别；

• C类（其他外国人员）：满足国内劳动力市场需求，符合国家政策规定的其他外国人员。

二、核心流程：

Step1：境外申请《外国人工作许可通知》

用人单位登录“外国人来华工作管理服务系统”，在线提交电子材料，决定通过后生成电子《工作许可通知》。

Step2：境外申请Z字签证

凭电子《工作许可通知》、护照（有效期≥6个月）、聘用合同等材料，向中国驻外使领馆申请Z字签证。

Step3：入境后24小时内完成临时住宿登记。

Step4：入境后体检。

Step5：公司经办人带上外籍人士所有原件与其他材料前往柜台核验。

注：工作许可通知有效期一般为3个月，申请人必须在3个月内办理好签证并入境核验原件。

三、必备材料清单：

所有类别通用材料：

1. 在线填写并签字盖章的《外国人来华工作许可申请表》；

2. 护照/国际旅行证件信息页（有效期≥6个月）；

3. 中文聘用合同/任职证明（含工作地点、薪酬、期限、工作内容等核心信息，签字盖章）；

4. 6个月内出具的体检证明（可采用承诺制并提交体检承诺书）；

5.工作资历证明；

6. 最高学历学位证书及毕业证书（境外学历需经驻外使领馆认证，A类人才可免提交）；

7. 无犯罪记录证明（需经过驻外使领馆认证，A类人才可免提交）；

8. 6个月内白底免冠电子证件照
