上海 B 类外籍人才新政｜5大条件放宽，来华工作更简单

为落实国家人才强国战略，加快建设高水平人才高地与国际化营商环境，针对外籍专业人才准入门槛高、重点产业用工缺口大、跨境人员调配不畅等痛点，科技部、人社部专项授权上海开展外国人来华工作许可认定改革试点。

To implement the national strategy of invigorating China through talent development and accelerate the building of a high-level talent hub and an international business environment, Shanghai has been specially authorized by the Ministry of Science and Technology and the Ministry of Human Resources and Social Security to carry out a pilot reform of the accreditation system for foreigners’ work permits in China. This reform addresses key pain points including high entry barriers for foreign professionals, large talent shortages in key industries, and inefficient cross-border personnel deployment.

2022 年底政策正式落地，上海在国家 A/B/C 分类基础上，创新推出高端人才 + 急需紧缺人才双轨认定体系，定向放开集成电路、生物医药、人工智能、金融等核心领域外籍人才准入，流程更简、门槛更低、适配性更强。

The policy was officially implemented at the end of 2022. Building on the national A/B/C classification system, Shanghai has introduced an innovative dual-track accreditation system covering high-end talents and urgently needed talents. It has opened up access for foreign talents in core sectors including integrated circuits, biomedicine, artificial intelligence and finance, with simplified procedures, lower thresholds, and stronger adaptability.

1. 放宽年龄限制:  政策原则上锁定65周岁年龄上限

   Age: Up to 65 years' old in principle

2. 放宽工作经历：部分岗位取消 2 年及以上相关工作经历要求

   Work Experience: Waiving no less than 2 years' requirement for certain positions

3. 放宽学历专业：部分岗位取消专业对口限制

   Academic Major: Waiving major requirements for certain positions

4. 放宽薪酬标准：无需达到 4 倍社平工资门槛

   Salary: Exemption from the 4-times social average salary threshold 

5. 放宽其他要求：无需提交无犯罪记录证明及认证材料，采用承诺制

   Others: Exemption from criminal record certificate and endorsement, only by pledge
