综合运用计点积分制、外国人在中国工作指导目录、劳动力市场测试和配额管理等，将来华工作外国人分为A、B、C三类，按标准实行分类管理。
Foreigners working in China are divided into three categories: A, B, and C, through the integrated use of the point-based scoring system, the Catalogue for the Guidance of Foreigners Working in China, labor market testing, and quota management, and classified management is implemented in accordance with relevant standards.

中国经济社会发展急需的科学家、科技领军人才、国际企业家、专门特殊人才等“高精尖缺”外国高端人才，不受年龄、学历和工作经历限制。符合以下条件之一的，确定为A类，实行“绿色通道”和“容缺受理”服务。
High-end foreign talents who are "high-level, sophisticated, and in short supply"—such as scientists, technological leaders, international entrepreneurs, and specialized talents urgently needed for China's economic and social development—are not restricted by age, educational background, or work experience. Those who meet one of the following conditions are classified as Category A and are eligible for "green channel" services and "provisional acceptance with supplementary materials later".
（一）入选国内人才引进计划的
Those selected into domestic talent introduction programs.
（二）符合国际公认的专业成就认定标准的
Those meeting internationally recognized standards for professional achievement certification.
（三）符合市场导向的鼓励类岗位需求的外国人才
Foreign talents meeting the demand for market-oriented encouraged positions.
（四）创新创业人才
Innovation and entrepreneurship talents.
（五）优秀青年人才
Outstanding young talents.
（六）计点积分在85分以上的
Those with a point-based score of 85 or above.

符合外国人来华工作指导目录和岗位需求，属于中国经济社会事业发展急需的外国专业人才，符合以下条件之一的，确定为B 类。
Foreign professional talents who meet the Catalogue for the Guidance of Foreigners Working in China and job requirements, and are urgently needed for China's economic and social development. Those who meet one of the following conditions are classified as Category B.
（一）具有学士及以上学位和2年及以上相关工作经历的外国专业人才，年龄不超60岁
Foreign professional talents with a bachelor's degree or above and at least 2 years of relevant work experience.
（二）持有国际通用职业技能资格证书或急需紧缺的技能型人才
Skilled talents holding internationally recognized vocational qualification certificates or those in urgent need.
（三）外国语言教学人员
Foreign language teachers.
（四）平均工资收入不低于本地区上年度社会平均工资收入4 倍的外籍人才
Foreign talents whose average income is not less than 4 times the average social wage of the region in the previous year.
（五）符合国家有关部门规定的专门人员和实施项目的人员
Specialized personnel and project-implementing personnel who comply with the regulations of relevant national authorities.
（六）计点积分在60分以上的专业人才
Professional talents with a point-based score of 60 or above.

满足国内劳动力市场需求，符合国家政策规定的其他外国人员，确定为C类。
Other foreign personnel who meet the needs of the domestic labor market and comply with national policies are classified as Category C.
（一）符合现行外国人在中国工作管理规定的外国人员
Foreign personnel who comply with the current regulations on the administration of foreigners working in China.
（二）从事临时性、短期性（不超过90日）工作的外国人员
Foreign personnel engaged in temporary or short-term work (not exceeding 90 days).
（三）实施配额制管理的人员，包括根据政府间协议来华实习的外国青年、符合规定条件的外国留学生和境外高校外籍毕业生、远洋捕捞等特殊领域工作的外国人等
Personnel under quota management, including foreign youth who come to China for internships in accordance with intergovernmental agreements, foreign students and foreign graduates of overseas colleges and universities who meet the specified conditions, and foreigners working in special fields such as ocean fishing.
