On September 24, the National Financial Regulatory Administration published the 2025 annual accounts for compulsory traffic insurance. I skimmed most of the figures quickly, but one number stopped me: an operating loss of 23 billion yuan. More cars on the road, premiums collected year after year — how does this line of business keep losing more?
Lay the accounts out first. All figures come from the regulator's September 24 announcement. Insured motor vehicles: 386 million, up 3.8 per cent, including 347 million cars. Premium income: 285.2 billion yuan, up 5.2 per cent. Claims paid: 252.4 billion yuan, up 11.6 per cent. Claims grew more than twice as fast as premiums — that is how the 23-billion-yuan gap opened up.
Now the unit price: 762.1 yuan per vehicle on average, down 0.1 per cent year on year. This price barely moves for years at a time, yet it is running into ever costlier claims. The official explanation names two factors: higher compensation standards for human injury, and a rising share of new energy vehicles.
I stared at that second factor for a long while. How exactly do new energy vehicles drag the compulsory insurance books down?

Take human injury first — that factor is easy to follow. Compensation standards rise year by year with incomes and judicial benchmarks, so the same accident pays out very differently in 2025 than it did a few years back. The second factor is the one worth picking apart.
Here is my reading. Compulsory insurance runs on a single national base rate — the same price for a combustion car and an electric one. But the repair bill after a crash is not the same: the battery, motor and electronics in an EV are highly integrated, and many collisions cannot be settled with a bit of panel work. As the EV share rises, overall claims get pushed upward. The regulator did not break down how much each factor contributes, and I will not invent a number for it. The direction alone is enough.
So who ends up paying for the 23 billion? My view: not car owners, not right away. The industry's combined motor insurance cost ratio was pushed down to 95.8 per cent for January–August 2026, the regulator is pressing for lower costs, and the official insurance-purchasing platform has gone live. There is little room to raise prices. But the debt does not vanish — the pressure will drift toward the commercial policy side, and EV owners will feel it first.
Three blunt notes for car owners. Compulsory cover is fixed, so shop the commercial policy around — the official platform works. EV owners should declare the vehicle's actual use; running ride-hailing on a private-use policy invites real trouble at claim time. And before filing a claim for a small scrape, do the math on next year's discount — a few hundred yuan is not worth a claims record.
Let me put my bet in writing: base compulsory rates will not move for the next few years — with 386 million vehicle owners behind it, the regulator will not touch it lightly. Where I could be wrong: if claims keep growing at double digits, a rate reform could arrive sooner than I expect, and that 762-yuan figure gets rewritten.
Forward this to someone who just picked up a car or is due for renewal — have them read those three notes before they sign.
Did your premium go up or down this year? EV owners, drop your numbers in the comments — let's compare.
