“中国海博会之声”第六期，诺贝尔经济学奖得主托马斯·萨金特在主题演讲中指出，探讨海洋问题时应当树立“代际责任”的视角。他强调，海洋是全球共享的公共资源，由于缺乏明确的所有权与市场价格机制，极易面临过度开发的风险。这种“市场失灵”正源于价格信号的缺位，而市场经济赖以运行的核心恰恰是价格机制。
In his keynote address, Nobel laureate in economics Thomas Sargent stressed the importance of adopting an intergenerational perspective when addressing ocean-related challenges. He highlighted that the ocean, as a shared global resource, lacks clear ownership and market pricing mechanisms, which makes it highly vulnerable to overexploitation. This absence of price signals, he noted, represents a form of “market failure,” in stark contrast to the fundamental role price mechanisms play in regulating market economies.
在谈及各方在海洋治理中的角色时，萨金特认为，各国政府需要制定和落实明确的可持续发展政策框架，为蓝色经济的发展提供制度保障。同时，科学家与企业家在推动蓝色经济方面发挥着不可替代的作用：他们不仅通过创新不断开拓新领域，带来机遇与挑战，也推动了科学进步与生态保护的结合。他特别肯定了论坛嘉宾所分享的企业实践，强调企业家与科学家是推动海洋保护的“双引擎”。
Discussing the roles of different stakeholders in ocean governance, Sargent emphasized that governments must establish and implement clear policy frameworks for sustainable development. At the same time, scientists and entrepreneurs serve as key drivers of the blue economy: by advancing innovation, they not only open up new opportunities and navigate uncertainties but also foster both scientific progress and ecological protection. He commended the business practices shared by forum participants, underlining that entrepreneurs and scientists are the “twin engines” of ocean conservation.
萨金特呼吁，应通过激励机制引导青年积极投身海洋保护事业，为全球海洋的未来注入活力与创造力。他同时指出，深圳作为全球创新中心，依托世界级港口资源，正在展现出独特的优势。这种“创新+港口”的结合将为蓝色经济的未来带来巨大进步，进一步推动全球海洋经济的可持续增长。
Sargent also underscored the importance of creating incentive mechanisms to encourage young people to actively participate in ocean protection, thereby injecting vitality and creativity into the future of the global ocean. He further noted that Shenzhen, as a global innovation hub with world-class port resources, is uniquely positioned to achieve breakthroughs in this field. The combination of cutting-edge innovation and strategic port capacity, he concluded, will drive significant progress in the blue economy and promote sustainable global growth.

2025中国海博会以更高起点、更高质量、更国际化的标准于10月28日至10月30日在深圳国际会展中心（宝安）举办。
The 2025 CMEE will be held from October 28 to 30, 2025, at the Shenzhen World Exhibition & Convention Center (Bao’an District), with a higher starting point, higher standards of quality, and a more international outlook.
中国海洋经济博览会（简称“中国海博会”）是国家级海洋经济展会。2019年移师深圳后已成功举办五届，为推动中国海洋经济高质量发展、促进国际海洋经济交流和合作作出了积极的贡献。
The China Marine Economy Expo (CMEE) is China’s national-level event dedicated to the marine economy. Since relocating to Shenzhen in 2019, the Expo has been successfully held five times, making significant contributions to advancing the high-quality development of China’s marine economy and promoting international exchange and cooperation.
2025海博会以“数智深蓝 共创未来”为主题，计划展览面积40000+平方米，汇聚250+家全球行业龙头企业、吸引超过50,000名专业观众，并重磅推出10余场高端峰会与论坛活动，全面构建一个集展示、交流、交易于一体的海洋经济交流合作平台，助力海洋产业协同创新、互利共赢。
The 2025 China Marine Economy Expo (CMEE), themed “Digital Blue · For a Shared Future”, will feature an exhibition area of over 40,000 square meters, bring together more than 250 leading enterprises from around the world, and attract over 50,000 professional visitors. The Expo will also launch more than 10 high-level summits and forums, creating a comprehensive platform for exhibition, exchange, and business collaboration. It aims to foster innovation, synergy, and win–win cooperation across the global marine industry.
