“中国海博会之声”第九期，中国大洋矿产资源研究开发协会理事长张占海在发言中指出，蓝色经济的核心是平衡资源保护与合理利用。他强调，蓝色经济作为可持续发展的新模式，应在国际规则下运行，以海洋健康与人类福祉为根本目标。在深海开发方面，他特别强调应在国际海底管理局和《BBNJ协定》等框架下进行，确保开发过程符合环境保护优先的原则。他呼吁通过国际合作与制度建设，实现深海资源的合理利用与长远保护。
Zhang Zhanhai, Chairman of the China Ocean Mineral Resources R&D Association, emphasized that the core of the blue economy lies in balancing resource conservation with responsible utilization. He highlighted that the blue economy, as a new model of sustainable development, must operate within international frameworks and put ocean health and human well-being at its core. Regarding deep-sea development, he stressed that activities must be conducted under frameworks such as the International Seabed Authority and the BBNJ Agreement, ensuring that exploration and utilization are carried out with environmental protection as the top priority. He underscored the need for international cooperation and sound governance to achieve both sustainable use and long-term conservation of deep-sea resources.
同时，他展望了海洋新技术在能源转型中的广阔前景，认为海上风电、海水制氢、波浪能等可再生能源技术将推动新一轮能源革命，为蓝色经济发展注入新动力。他指出，中国在潮流能、波浪能等技术领域已与国际水平并肩，未来有望为全球绿色能源贡献力量。张占海最后特别肯定了深圳在海洋科技创新、绿色能源和产业协同方面展现的前瞻探索，认为深圳正为全球蓝色经济发展与国际合作注入强劲动能。
At the same time, he outlined the transformative potential of new marine technologies in driving the energy transition, noting that offshore wind power, seawater-based hydrogen production, and wave energy could revolutionize the blue economy. He pointed out that China has already reached a world-class level in tidal and wave energy technologies and is poised to contribute to global green energy development. Zhang concluded by commending Shenzhen for its pioneering role in marine innovation, green energy, and industrial collaboration, recognizing the city as a strong driving force for advancing international cooperation and the sustainable growth of the global blue economy.

About CMEE2025
2025中国海博会以更高起点、更高质量、更国际化的标准于10月28日至10月30日在深圳国际会展中心（宝安）举办。
The 2025 CMEE will be held from October 28 to 30, 2025, at the Shenzhen World Exhibition & Convention Center (Bao’an District), with a higher starting point, higher standards of quality, and a more international outlook.
中国海洋经济博览会（简称“中国海博会”）是国家级海洋经济展会。2019年移师深圳后已成功举办五届，为推动中国海洋经济高质量发展、促进国际海洋经济交流和合作作出了积极的贡献。
The China Marine Economy Expo (CMEE) is China’s national-level event dedicated to the marine economy. Since relocating to Shenzhen in 2019, the Expo has been successfully held five times, making significant contributions to advancing the high-quality development of China’s marine economy and promoting international exchange and cooperation.
2025海博会以“数智深蓝 共创未来”为主题，计划展览面积40000+平方米，汇聚250+家全球行业龙头企业、吸引超过50,000名专业观众，并重磅推出10余场高端峰会与论坛活动，全面构建一个集展示、交流、交易于一体的海洋经济交流合作平台，助力海洋产业协同创新、互利共赢。
The 2025 China Marine Economy Expo (CMEE), themed “Digital Blue · For a Shared Future”, will feature an exhibition area of over 40,000 square meters, bring together more than 250 leading enterprises from around the world, and attract over 50,000 professional visitors. The Expo will also launch more than 10 high-level summits and forums, creating a comprehensive platform for exhibition, exchange, and business collaboration. It aims to foster innovation, synergy, and win–win cooperation across the global marine industry.
