The Indonesia Edition
If Southeast Asia’s marine economy is a blue nautical chart pointing toward the future industrial landscape, Indonesia is undoubtedly one of its most compelling coordinates. As an archipelagic nation composed of thousands of islands, Indonesia spans the Indian and Pacific Oceans, connects major global sea routes, and boasts abundant fisheries resources, marine ecological assets, critical minerals, and vast potential for new energy development. As Indonesia incorporates the blue economy into its long-term national development strategy, its marine industries are moving beyond traditional fisheries, port shipping, and resource extraction toward a new stage defined by higher value, greener growth, and greater technological sophistication. For Chinese enterprises, Indonesia is not only a source of resources and a promising market, but also an important strategic hub connecting ASEAN, APEC, and Global South cooperation in the blue economy.
Indonesia is a quintessential ocean-based economy. The ocean has not only shaped its geography, but also defined its industrial structure and development potential. With the implementation of the Indonesia Blue Economy Roadmap 2023–2045, the country is integrating marine resource development, ecological protection, coastal livelihoods, green growth, and technological innovation into a unified framework, positioning the marine economy as a new engine for long-term national growth.
Indonesia has a strong fisheries foundation and a large coastal population, making it one of the world’s important marine fisheries nations. Future investment opportunities lie not merely in “catching more,” but in “creating greater value.” These opportunities include smart fisheries, cold-chain logistics, deep processing of aquatic products, mariculture, seedling and breeding technologies, traceability systems, and branded exports targeting international markets. The World Bank has also noted that Indonesia can increase the value of its marine capture fisheries through improved fisheries management.
Indonesia’s marine economy should not be viewed only from the surface of the sea, but also through its coastal zones and marine-linked industries. Leveraging its critical mineral resources, particularly nickel, Indonesia is advancing the development of new energy batteries, stainless steel, and electric vehicle supply chains. This creates cooperation opportunities for Chinese enterprises in new energy materials, green manufacturing, port logistics, low-carbon industrial parks, and the circular economy. At the same time, striking a balance between resource development and marine ecological protection will become a core issue that future investors must carefully address.
Indonesia is located at a key node in global maritime transportation, with significant demand for ports, shipping, inter-island logistics, and marine infrastructure. As regional supply chains are restructured and ASEAN market integration continues to advance, smart ports, green shipping, vessel services, maritime digitalization, ocean observation, unmanned equipment, and maritime safety management may all become new areas of industrial cooperation. For Chinese enterprises, Indonesia represents an important market for participating in the upgrading of Southeast Asia’s marine infrastructure and regional logistics networks.
From Jakarta to Shenzhen, from an archipelagic economy to a Greater Bay Area economy, cooperation between Indonesia and China in the marine sector is continuing to expand. As China’s only national-level exhibition dedicated to the marine economy, the China Marine Economy Expo (CMEE) is not only an important window for showcasing China’s capabilities in ocean technology, intelligent equipment, green shipping, and blue finance, but can also serve as an important platform for Indonesian enterprises, institutions, and investors to enter the Chinese market, connect with China’s supply chains, and access APEC blue industry resources. Through CMEE, Indonesia’s resource advantages, market potential, and blue economy transformation needs can be more effectively connected with Shenzhen’s technological innovation, industrial clusters, and capital ecosystem, jointly opening up new space for China–ASEAN–APEC cooperation in the marine economy.
