If customer still want to start submission, Sensortest does not guarantee the device can get the final approval.
On July 18, 2018, the European Commission issued a decision regarding the distribution of Google’s mobile applications on Android in the European Economic Area (EEA). As such, Google is making some changes to the agreements and updating the GMS technical requirements for Google Mobile Services (GMS) smartphones and tablets supplied into the EEA for sale to end users.
Under the new agreements being offered for the EEA, partners can elect to configure different preload and placement configurations for the EEA.
Starting on October 29, 2018, all software builds submitted to the Android Partner Front End (APFE) seeking approval for licensing GMS on new smartphones and tablets model launches in the EEA must comply with the GMS EEA build requirements.
The preview release for the GMS software package and the newly revised GTS, which is customized for GMS EEA builds, is now available. The production release for GMS and GTS for GMS EEA builds will be available before October 29, 2018 and announced separately.

3.非兼容性的版本可以出EEA，但谷歌限制了部分权限。
