We are following up on our intention to increase enforcement for devices that have pre-installed apps that modify sensitive security settings, such as Google Play Protect (GPP) and enable Unknown Sources. We have extended the Enforcement Date to Feb 25, 2019.
Disabling GPP or modifying other sensitive security settings is considered a Potentially Harmful App (PHA) and violates the terms of your Mobile Application Distribution Agreement (MADA)/Google Mobile Services (GMS) requirements with Google.
On devices that use GMS, the Google Play store app MUST be functioning as the package verifier, which allows the Google Play Protect (GPP) feature to protect the users from harmful apps. It is not permitted to modify the package_verifier_enable or package_verifier_user_consent or to modify any other sensitive security settings such as disabling upload_apk_enable or enabling sideloading of applications (install_non_market_apps). This applies regardless of whether the sensitive security settings are attempted to be re-enabled after disabling them. All code that attempts to modify any of these settings must be removed.
We are requesting that Uniscope does the following:
List all original sources for the impacted packages (please list all upstream authors of any packages that you find that have this prohibited behavior) using the attached spreadsheet, tab 'ckages'If you are the original author of the package please list Uniscope. Generating an OTA patch to remove GPP Disabling.
If you are generating a new, patched build, please submit them to Google APFE and provide a mapping of the old Fingerprint name to the new name in the attached spreadsheet, tab 'ngerprints' If you are pushing the patched APK over the air without pushing the entire build, we recommend that you still upload a new build to AFPE as an SMR in order to validate that it is free from the prohibited behavior.
