Android 16开始，vendor层202504及以上需支持Widevine L1
一、CDD要求：
DEVICEs launching with Android 14 or higher with Widevine L1 with CHIPSETs that set the value of ro.board.first_api_level to be equal to or greater than 34 with corresponding CSR being uploaded to the Google server:
[GMS-7.8-001.001] MUST support Widevine Provisioning 4.0.
DEVICEs launching with Widevine L1 that don't meet the condition above:
[GMS-7.8-001.002] MUST implement factory-provisioned keys from the Trusted Execution Environment for the Widevine keys
二、 Requirement要求
DEVICEs launching with Android 16 or higher, with CHlPSETs that set ro.board.first api_level orro.board.api_level to 202504 or higher, return false forActivityManager.isLowRamDevice():
[GMS-VSR-6.1-003] MUST support Widevine L1
[GMS-VSR-6.1-004]MUST Support acorresponding secure decoder for every hardware AVC, HEVC, VP9, or AV1decoder on the device.
