我国海关货运监管的基本任务是根据《中华人民共和国海关法》和国家有关进出口的政策、法律、法规，对货物和运输工具的合法进出进行监督。中国海关对一般进出口货物的监管，有接受申报、查验货物、征收关税、结关放行这样四道程序。让我们了解一下吧！
1. Customs Declaration
Customs Declaration指进出口货物的申报，即货物在进出境时，由进出口货物的收发货人或其代理人，向海关申报，交验规定的单据文件，请求办理进出口手续的过程，这就是通常所说的“报关”。同时，Customs Declaration一词也有报关单之意。

Customs Inspection指海关的查验，是以已审核的报关单、许可证件等为依据，对进出口货物进行实际的核对和检查，以确保货物合法进出。根据《海关法》第二十八条的规定，进出口货物应当接受海关查验。

3. Collection of Customs Duty
Collection of Customs Duty指进出口货物的征税。根据《中华人民共和国进出口关税条例》的规定，海关税则的进口税率有普通税率和最低税率两种，对产自同中国没有贸易互惠条约或协定的国家的进口货物，按普通税率征税；对产自同中国有贸易互惠条约或协定的国家的进口货物，按最低税率征税。我国关税分为以下三种：进口货物关税、对入境旅客行李物品和个人邮递进口物品征收的进口税、出口货物关税。
