3.1
(1) The list of powers in this rule is in addition to any powers given to the court by any other rule or practice direction or by any other enactment or any powers it may otherwise have. (1) 本规则中的权力清单是对任何其他规则或实践指示或任何其他成文法则赋予法院的任何权力或法院可能拥有的任何权力的补充。
(2) Except where these Rules provide otherwise, the court may – (2) 除非本规则另有规定，否则法院可以
(a) extend or shorten the time for compliance with any rule, practice direction or court order (even if an application for extension is made after the time for compliance has expired); (a) 延长或缩短遵守任何规则、惯例指示或法院命令的时间（即使在遵守时间过后提出延长申请）；
(b) adjourn or bring forward a hearing; (b) 推迟或提前进行听证；
(bb) require that any proceedings in the High Court be heard by a Divisional Court of the High Court; (bb) 要求高等法院的任何诉讼程序由高等法院的一个分庭审理；
(c) require a party or a party’s legal representative to attend the court; (c) 要求某一方或某一方的法律代表出席法庭；
(d) hold a hearing and receive evidence by telephone or by using any other method of direct oral communication; (d) 通过电话或使用任何其他直接口头交流的方法举行听证会并接受证据；
(e) direct that part of any proceedings (such as a counterclaim) be dealt with as separate proceedings; (e) 指示将任何程序的一部分（如反诉）作为单独的程序处理；
(f) stay(GL) the whole or part of any proceedings or judgment either generally or until a specified date or event; (f) 暂停任何诉讼程序或判决的全部或部分，无论是一般的还是在特定的日期或事件之前；
(g) consolidate proceedings; (g) 合并诉讼程序；
(h) try two or more claims on the same occasion; (h) 在同一场合审判两个或多个索赔；
(i) direct a separate trial of any issue; (i) 指示对任何问题进行单独审判；
(j) decide the order in which issues are to be tried; (j) 决定审判问题的顺序；
(k) exclude an issue from consideration; (k) 将某一问题排除在审议之外；
(l) dismiss or give judgment on a claim after a decision on a preliminary issue; (l) 在对初步问题作出决定后，驳回索赔或作出判决；
(ll) order any party to file and exchange a costs budget; (ll) 命令任何一方提交和交换费用预算；
(m) take any other step or make any other order for the purpose of managing the case and furthering the overriding objective, including hearing an Early Neutral Evaluation with the aim of helping the parties settle the case. (m) 为管理案件和促进首要目标的目的，采取任何其他步骤或作出任何其他命令，包括听取早期中立评估，以帮助当事人解决案件。
(3) When the court makes an order, it may – (3) 当法院作出一项命令时，它可以 --
(a) make it subject to conditions, including a condition to pay a sum of money into court; and (a) 使其受到条件限制，包括向法院支付一笔钱的条件；以及
(b) specify the consequence of failure to comply with the order or a condition. (b) 指明不遵守该命令或条件的后果。
(3A) Where the court has made a direction in accordance with paragraph (2)(bb) the proceedings shall be heard by a Divisional Court of the High Court and not by a single judge. (3A) 如果法院按照第(2)(bb)段作出指示，则诉讼程序应由高等法院分区法院审理，而不是由一名法官审理。
(4) Where the court gives directions it will take into account whether or not a party has complied with the Practice Direction (Pre-Action Conduct) and any relevant pre-action protocol(GL). (4) 在法院作出指示时，它将考虑到一方是否遵守了《实践指示（诉讼前行为）》和任何相关的诉讼前协议(GL)。
(5) The court may order a party to pay a sum of money into court if that party has, without good reason, failed to comply with a rule, practice direction or a relevant pre-action protocol. (5) 如果一方当事人无正当理由不遵守规则、实践指示或相关的诉前协议，法院可以命令该当事人向法院支付一笔钱。
(6) When exercising its power under paragraph (5) the court must have regard to – (6) 在行使第(5)款规定的权力时，法院必须考虑到
(a) the amount in dispute; and (a) 争议的金额；以及
(b) the costs which the parties have incurred or which they may incur. (b) 各方已经招致或可能招致的费用。
(6A) Where a party pays money into court following an order under paragraph (3) or (5), the money shall be security for any sum payable by that party to any other party in the proceedings. (6A) 如果一方在根据第(3)或(5)款发出命令后向法院支付款项，该款项应作为该方在诉讼中应向任何其他方支付的任何款项的担保。
(7) A power of the court under these Rules to make an order includes a power to vary or revoke the order. (7) 法院根据本规则作出命令的权力包括更改或撤销该命令的权力。
(8) The court may contact the parties from time to time in order to monitor compliance with directions. The parties must respond promptly to any such enquiries from the court. (8) 法院可能会不时地与各方联系，以监测对指示的遵守情况。当事人必须迅速回应法院的任何此类询问。
