为什么行业反应如此迅速?
因为这释放出一个非常明确的信号:
中国汽车出海,正在从“拼速度”进入“拼体系”的下半场。
过去几年,车企出海拼的是产品、价格和速度。谁能更快铺渠道、更快卖车,谁就能抢占市场。
但当越来越多中国品牌进入海外,同质化竞争和价格战也开始出现。海外市场不同于国内,它有自己的法律、贸易规则、经销体系和消费者习惯。国内的低价竞争,如果简单复制到海外,最终可能伤害的不只是某一家企业,而是整个中国汽车产业的海外形象。
所以,这份指引真正要解决的,并不是“不让企业竞争”,而是让竞争回归健康轨道。
海外定价要稳定,广告宣传要真实,经销商不能被恶意压货,售后服务必须跟上,本地化经营要合规,数据安全和知识产权不能碰红线。
说到底:
以前出海,是把车卖出去;未来出海,是把市场经营下来。
销量依然重要,但决定一个品牌能不能真正扎根海外的,将是价格体系、渠道生态、服务能力、本地化能力和长期口碑。
中国汽车全球化的上半场,拼的是“谁跑得快”。
下半场,拼的是“谁走得远”。
真正的全球化,从来不是把中国制造搬到海外,而是让中国品牌在当地留下来、站得住、走得久。
这,才是中国汽车出海真正的长期主义。

Why was the industry's reaction so swift?
Because this signals a very clear message:
The overseas expansion of Chinese automobiles is shifting from a race defined by speed to a "second half" defined by systemic strength.
In recent years, the focus of overseas expansion was on products, pricing, and speed. Success went to those who could establish sales channels and sell vehicles the fastest.
However, as more Chinese brands enter overseas markets, issues like homogenized competition and price wars have emerged. Overseas markets differ from the domestic market; they have their own legal frameworks, trade rules, distribution systems, and consumer habits. Simply replicating domestic low-price strategies abroad could ultimately damage not just a single company, but the global image of the entire Chinese automotive industry.
Therefore, the goal of these guidelines is not to stifle competition, but to steer it onto a healthy track.
Overseas pricing must be stable, advertising must be truthful, dealers must not be subjected to malicious inventory dumping, after-sales service must be robust, local operations must be compliant, and red lines regarding data security and intellectual property must not be crossed.
Ultimately:
In the past, going global meant simply selling cars; in the future, it means cultivating and sustaining a market presence.
Sales volume remains important, but a brand's ability to truly take root overseas will depend on its pricing structure, channel ecosystem, service capabilities, localization efforts, and long-term reputation.
The first half of the globalization of Chinese automobiles was a race to see who could run the fastest.
The second half is a test of who can go the distance.
True globalization is never merely about transplanting "Made in China" products abroad; it is about enabling Chinese brands to stay, stand firm, and thrive in local markets for the long haul.
This represents the true long-term vision for Chinese automobiles going global.
