本周三，搜航报道了越南突然实施一项进口新规，由于时间仓促很多货物面临即将到港但不符合新规，导致船公司、货代及出口企业措手不及，疲于应付！
可是，类似的悲剧竟然在两天后再一次上演！更为令人震惊的是，据一些外贸货代企业反馈，他们收到通知时，竟然是在这项新规已经实施的一周之后！！
11月30日执行，12月6日才见到船公司通知？
据搜航网获悉，肯尼亚海关发布一项提单新规：
从2018年11月30日起，所有运往肯尼亚港口的货物，在提单收货人、通知人一栏，必须完整填写以下信息：

P.O. BOX
-
详细地址 （至少有城市及国名）
-
PIN NO.
-
电话传真
-
手机
-
邮箱
特别提醒： 须确保提单内容符合上述要求，且与PIN CERTIFICATE上一致，否则有可能出现无法清关的情况。
新规已经实施，但还有不少外贸、货代人还并不清楚。为此，各大船公司已发布紧急通知，也请大家赶紧互相转告！
Notification of Kenya new Documentation Regulation for Import Shipments
Dear valued customers,
According to Notice of Kenya Port Authority and Kenya Revenue Authority, from 30th November 2018, for all cargos destined to Kenya through the Port of Mombasa and liable to local clearance shall be required to have the below details of the consignee in each Bill of Lading and the Manifest. In cases where the consignee is “to order”,the same contact details of notify party or a bank should be included.
1. The Consignee's name
2. Mailing address (P.O.BOX NUMBER) as per Tax Personal Identification Number (PIN)
3. Email address
4. Mobile number

肯尼亚包括蒙巴萨、拉穆、马林迪等多个港口，其中，蒙巴萨港不仅是肯尼亚最大的港口，也是东非最大的港口。而无论到哪个港口，均需要执行该规定。
最后，再次请大家注意，千万不要掉以轻心，按相关规定操作，避免扣货！
