Chinese manufacturers invited to establish JVs in country

巴基斯坦邀请中国制造商和投资者在本国设立合资企业与生产设施，重点聚焦染料化工、农化、生物技术、工业化工以及其他高附加值领域。伊斯兰堡方面力求深化双边贸易，推动中巴经济合作从成品贸易转向联合工业生产。
巴基斯坦染料化工商协会（PCDMA）透露，该邀请由协会主席萨利姆·瓦利穆罕默德在北京参加中国国际服务贸易交易会以及 IBI 99 全球商业联动节期间代表巴方发出。
巴基斯坦驻华大使哈利勒·哈希米、参议院内阁事务常设委员会参议员拉纳·马哈茂德‑乌尔‑哈桑、穆罕默德·阿西夫·哈特里以及穆罕默德·贾瓦德·伊克巴尔也出席了本次活动。
瓦利穆罕默德表示，巴中是“铁哥们”，下一阶段的经济合作应当聚焦共同建设产业，而不是主要依赖成品双边贸易。
瓦利穆罕默德称，巴基斯坦染料化工行业与本国规模 200 亿美元的纺织、皮革、涂料出口产业紧密相关。巴基斯坦每年进口超过 15 亿美元染料化工产品，其中约 85% 来自中国，这体现出现有市场规模，也表明中国企业在当地建厂具备巨大潜力。
他邀请中国企业在纺织染料及助剂、活性染料、分散染料、环保合规化学品、植保产品、生物技术、连二亚硫酸钠、亚硫酸钠、柠檬酸、乙酸、草酸、过氧化氢、涂料、胶粘剂以及其他绿色特种化工领域探索合资项目。
他表示巴基斯坦农业领域同样存在重大机遇，植保产品市场规模超过 1000 亿卢比，而大部分农药原药依靠进口。中国的投资与技术能够助力本土制造业发展，降低进口依赖，同时开拓区域出口市场。
他提到巴基斯坦过氧化氢产业可以扩大产能，发展出口导向型生产；不断增长的建筑与工业活动，也带来涂料、胶粘剂以及环保特种化工产品的新增需求。
瓦利穆罕默德呼吁中国企业赴巴投资，表示特别投资促进委员会（SIFC）、中巴经济走廊（CPEC）经济特区以及其他政府举措，通过简化审批、配套工业用地、财政激励以及外商便利化政策，打造更加利于投资者的营商环境。
"欢迎来到巴基斯坦。投资染料、农化、生物技术以及工业化工行业。市场已经就绪，政府给予支持，PCDMA 就是你们的合作伙伴。”他说道。
PCDMA 主席表示，协会希望跳出传统贸易角色，推动中国企业与巴基斯坦本土企业之间的合资项目、生产工厂、技术转让合作以及投资对接。
他称 PCDMA 已于 2026 上海国际染料展与 SIEM、中国贸促会签署谅解备忘录，如今借助自身会员网络，为中国投资者对接巴基斯坦潜在合作伙伴与工业采购商。
Pakistan has invited Chinese manufacturers and investors to establish joint ventures and production facilities in the country, particularly in dyes and chemicals, agro‑chemicals, biotechnology, industrial chemicals and other value‑added sectors, as Islamabad seeks to deepen bilateral trade and move Pakistan‑China economic cooperation towards joint industrial production.
Pakistan Chemicals & Dyes Merchants Association (PCDMA) informed that the invitation was extended by PCDMA Chairman Salim Valimuhammad while representing Pakistan at the China International Fair for Trade in Services (CIFTIS) and the IBI 99 Global Business Linkage Festival in Beijing.
Pakistan's Ambassador to China Khalil Hashmi, Senator Rana Mahmoodul‑Hassan, Chairman Senate Standing Committee on Cabinet Secretariat, Muhammad Asif Khatri and Muhammad Jawwad Iqbal also attended the event.
Valimuhammad said Pakistan and China are"iron brothers"and that the next phase of economic cooperation should focus on building industries together rather than relying primarily on bilateral trade in finished products.
Valimuhammad said Pakistan's dyes and chemicals sector is closely linked with the country's USD20 billion textile, leather and coatings exports. Pakistan imports more than USD1.5 billion worth of dyes and chemicals annually, with around 85 per cent from China, demonstrating the scale of the existing market and the potential for Chinese companies to manufacture locally.
He invited Chinese companies to explore joint ventures in textile dyes and auxiliaries, reactive and disperse dyes, environmentally compliant chemicals, crop‑protection products, biotechnology, sodium hydrosulphite and sodium sulphite, citric acid, acetic and oxalic acids, hydrogen peroxide, coatings, adhesives and other green and specialty chemicals.
Pakistan's agriculture sector also offers significant opportunities, he said, noting that the crop‑protection market was worth more than Rs100 billion, while a substantial share of pesticide active ingredients was imported. Chinese investment and technology could help develop local manufacturing, reduce import dependence and provide access to regional export markets.
He said Pakistan's hydrogen peroxide industry could support capacity expansion and export‑oriented production, while growing construction and industrial activity was creating additional demand for coatings, adhesives and environmentally compliant specialty chemicals.
Calling on Chinese businesses to invest in Pakistan, he said the Special Investment Facilitation Council (SIFC), China‑Pakistan Economic Corridor (CPEC) special economic zones and other government initiatives are creating a more investor‑friendly environment through streamlined approvals, serviced industrial land, fiscal incentives and facilitation for foreign investors.
"Come to Pakistan. Invest in dyes, agro‑chemicals, biotechnology and industrial chemicals. The market is ready, the government is supportive and PCDMA is your partner,"he said.
The PCDMA chairman said the association was seeking to move beyond its traditional trading role by facilitating joint ventures, manufacturing plants, technology‑transfer partnerships and investment linkages between Chinese companies and Pakistani businesses.
He said PCDMA had already signed memorandum of understanding with SIEM and CCPIT at China InterDye 2026 in Shanghai and was now offering Chinese investors access to potential Pakistani partners and industrial buyers through its membership network.

The Pakistan Pavilion was inaugurated September 10 at the China International Fair for Trade in Services (CIFTIS) 2026 in Beijing, bringing together Pakistani enterprises and Chinese business representatives to explore new opportunities in trade, investment and services.
Speaking at the inauguration, Pakistan's Ambassador to China Khalil Hashmi said the pavilion and related business activities were part of Pakistan's broader efforts to mobilize Chinese investment in 21 priority sectors.
Hashmi said the Embassy of Pakistan and its four consulates in China had organized six major business‑to‑business (B2B) investment conferences covering areas including agriculture, home appliances and electrical equipment, IT and telecom, battery energy storage, pharmaceuticals, biotechnology and healthcare.
According to the ambassador, the six investment conferences have so far helped mobilize investment commitments worth $22 billion through more than 650 memoranda of understanding (MOUs). Around 30 percent of these MOUs have subsequently been converted into agreements, contracts, factories or plants, representing about $7 billion already realized on the ground, he said.
Hashmi emphasized that the next phase would focus on making cooperation increasingly business‑to‑business driven. He said the Pakistan‑China Chamber of Commerce and Industry in China was close to formal establishment, while efforts were also underway to establish a Pakistan‑China Commercial Center in Beijing's Fengtai District to provide a platform for Pakistani enterprises.
More than two dozen Pakistani enterprises from sectors including agriculture, energy, infrastructure, trade in services and healthcare are participating in this year's CIFTIS, according to the ambassador.
A dedicated business conference will also be held on the sidelines of CIFTIS on September 11, where Pakistani and Chinese companies will explore potential partnerships, media reported. Hashmi said the pavilion would serve as another platform to connect Pakistani businesses with Chinese counterparts and deepen commercial ties."This is a great beginning, but it is a long way to go. We have more hard work ahead of us,"he said, calling for continued cooperation from businesses and institutions in both countries.

巴基斯坦总理夏巴兹·谢里夫周二指示，应当采取切实举措提升巴基斯坦产品质量，对标国际标准，以此扩大国家出口规模。根据总理办公室声明，夏巴兹在伊斯兰堡主持出口提升与经济增长加速评审会议时下达上述指示。总理表示：“应当采取有效措施，让巴基斯坦产品质量达到国际标准，完善质量保障体系，全面遵守国际标准与法规。”夏巴兹总理提出，要把扩大出口作为本国经济发展的基石，推动传统行业以外更多产业进军全球市场。他称，应当尽可能推动更多行业参与出口业务，实现贸易多元化。总理同时强调出口产品增值，提升巴基斯坦产品在全球市场的价值与竞争力。他下令在出口产业推广现代技术、科研与创新。总理进一步表示：“要清除出口商面临的行政与经营阻碍，让出口流程更加简化、高效、透明。”总理办公室表示，会议听取了已获批出口促进战略路线图的落实情况，同时审议了开拓全球新市场、出口行业多元化、产品质量提升以及营商便利化相关提案。与会人员获悉，巴基斯坦正借助与“友好国家”签署的自贸协定以及优惠贸易协议，扩大本国产品进入全球市场的渠道。
Prime Minister Shehbaz Sharif on Tuesday directed that effective measures be taken to bring the quality of Pakistani products up to international standards to enhance national exports.
He issued the directives while chairing a review meeting in Islamabad on enhancing exports and accelerating economic growth. according to a statement by the Prime Minister's Office (PMO).
"Effective measures should be taken to bring the quality of Pakistani products up to international standards, make the quality assurance system more effective, and ensure full compliance with international standards and regulations,"the premier was quoted as saying.
PM Shehbaz called for making an increase in exports the foundation of the country's economic progress, and for preparing sectors other than the traditional ones for global markets.
He said the maximum number of sectors and industries should be involved in export activities to diversify trade.
PM Shehbaz also stressed value addition in exports so that the value and competitiveness of Pakistani products in the global market is increased.
He ordered the promotion of modern technology, research and innovation in export industries.
"Administrative and business obstacles faced by exporters should be removed, and the export process should be made more simplified, faster and transparent,"the premier further said.
The meeting was briefed on the implementation of the approved strategic roadmap for promoting exports. Proposals were also reviewed for access to new global markets, diversification in export sectors, improvement in product quality and business facilitation, PMO said.
Measures were being taken to increase Pakistani products'access to global markets through free trade agreements (FTAs) and preferential trade deals with"friendly countries", meeting attendees were told.
