美国当地时间 2019 年 3 月 20 日，美国贸易代表办公室（USTR）正式批准针对对华 301 征税 340 亿美元清单的第二批产品排除申请，共计 87 项。此次排除涵盖 29 个美国 10 位税号，其中 3 个税号项下产品获完全排除，其余 26 个税号为部分排除。
本次排除决定具有溯及力，生效日期追溯至 2018 年 7 月 6 日，此前已缴纳的相关 301 关税可申请退还。2019 年 3 月 25 日，美国政府出版局发布由 USTR 总法律顾问 Stephen P. Vaughn 签署的公告，确认该排除决定自发布之日起生效，有效期为一年。
此前，USTR 于 2018 年 12 月 21 日发布公告，计划批准 340 亿美元加征关税清单中 984 项中国进口商品的排除申请，并于当月 28 日正式公布第一批豁免清单。此次发布的为第二批排除目录。
