9 月 9 日，世界知识产权组织（WIPO）中国办事处联合知识产权出版社，在第十五届中国知识产权年会期间举办“世界百强创新集群解读与 WIPO 全球服务体系的中国实践”论坛。此次论坛紧随 WIPO 发布 2026 年《全球创新指数》（GII）百强创新集群排名之后召开。数据显示，中国共有 25 个创新集群跻身全球百强，数量居首。其中，深圳—香港—广州创新集群蝉联全球第一，北京创新集群位列第四。
The forum, co-hosted by the WIPO Office in China and the Intellectual Property Publishing House during the 15th China Intellectual Property Annual Conference, followed the release of the GII 2026 Top 100 Innovation Clusters. China leads globally with 25 clusters in the top 100, including Shenzhen–Hong Kong–Guangzhou at No.1 and Beijing at No.4.

全球创新格局：数据驱动下的集群演进
WIPO 首席经济学家卡斯滕·芬克以"2026 年全球创新集群：不断演进的创新格局与服务生态体系”为题发表演讲。他指出，WIPO 采用自下而上的方法，基于 PCT 申请发明人位置、科学论文作者地址及风投交易地点识别创新集聚，而非行政边界。2026 年排名涵盖约 440 万发明人、3040 万科学作者及 5.1 万笔风投数据。结果显示，全球创新活动高度集中：百强集群中，东亚占 32 席，北美 23 席，西欧 14 席，北欧 10 席；前 15 强集群占据了全球 48% 的 PCT 申请、20% 的科学出版物和 38% 的风投活动。
Carsten Fink highlighted that the ranking uses a bottom-up approach based on inventor locations, scientific authors, and venture capital deals. The top 100 clusters are highly concentrated, with East Asia holding 32 spots. The top 15 clusters alone account for nearly half of global PCT applications and over a third of venture capital activity.
评价体系升级：三大支柱重塑创新视角
2026 年，WIPO 首次将风险投资纳入评价体系，与 PCT 专利活动和科学出版物共同构成三大支柱，将视角从技术创造延伸至资本支持与市场转化。芬克强调，成功的创新集群无单一模式：有的依托科研，有的 driven by 专利，有的则依靠活跃的风投生态。例如，宁德创新集群凭借突出的创新强度，排名从第 99 位跃升至第 75 位，展现了专利驱动型的发展路径。
In 2026, venture capital was integrated as a core pillar alongside patents and publications. This shift highlights diverse success models: science-driven, patent-driven, or VC-driven. Ningde's rise to 75th place exemplifies a strong patent-driven pathway.
中国集群表现：多元优势协同发展
芬克特别分析了中国主要集群的特点：深圳—香港—广州集群在 PCT 申请（全球第二）、科学产出（第三）和风投（第六）三大指标上表现均衡，综评位居世界第一；北京集群则在科学研究方面表现卓越，PCT 申请和风投分列全球第四和第七。这些数据表明，不同集群可依托各自优势形成独特发展路径，排名的核心价值在于通过数据洞察理解区域创新的结构特征。
Shenzhen–Hong Kong–Guangzhou ranks first globally due to balanced performance across all three pillars. Beijing excels in scientific output. These findings underscore that different clusters can thrive via distinct strengths, offering data-driven insights into regional innovation structures.

Speakers including Liu Chao, Huo Hongwei, Shang Ping, and Li Bolun discussed topics ranging from international cooperation and Greater Bay Area IP practices to corporate global strategies. They emphasized leveraging WIPO data signals, optimizing PCT filings, and maximizing innovation value through IP management.

The roundtable "From Data to Action" featured experts from WIPO, CNIPA, CAS, CATL, and Xiaomi, focusing on translating data insights into actionable policies and business strategies.

芬克指出，科学、专利和风投驱动均可成为集群发展路径，政策制定者应致力于营造有利于创新的环境，包括持续投资教育、促进公私合作及提供针对性支持。他特别提到，人工智能能力正成为各类创新集群共同关注的基础能力。
Fink noted that there is no single model for success. Policymakers should focus on creating an enabling environment through education investment and public-private cooperation. He also highlighted AI capabilities as a critical foundation for all types of innovation clusters.
企业实践与差异化发展
与会嘉宾还就知识产权金融、集群差异化发展、PCT 体系在全球化管理中的作用，以及海牙、马德里体系在国际布局中的应用分享了实践经验。互动环节中，观众就中西部集群发展、风投指标及评价方法等问题与嘉宾进行了深入交流。
