北京，2026 年 8 月 27 日—— 在第十八届国际交通技术与设备展览会同期举办的联合国亚太经社会轨道交通标准联通计划（RCSS 计划）创新与合作对接活动上，中国国际可持续交通创新和知识中心（GSTIKC）正式发布 RCSS 计划专家库首批技术专家名单。
At Beijing, 27 August 2026, at the Innovation and Cooperation Matching Event for the Railway Connectivity Standards Scheme (RCSS), held on the sidelines of the 18th International Exhibition on Transportation Technology and Equipment, the Global Sustainable Transport Innovation and Knowledge Center (GSTIKC) announced the official roster of the RCSS Technical Expert Pool.
中国国际可持续交通创新和知识中心副主任谢辉，向国际物流与运输学会院士（FCILT）、昆明南亚东南亚国际物流研究院（SSILR）院长刘金鑫颁发聘书。技术专家为RCSS平台建设、标准研究、试点推进、人才培育和区域合作等各项工作提供专业智力支撑。
Mr.Xie Hui, Deputy Director of GSTIKC, conferred the Letter of Appointment upon Liu Jinxin, FCILT (Fellow of the Chartered Institute of Logistics and Transport) and President of the Kunming South Asia & Southeast Asia International Logistics Research Institute (SSILR).
Technical experts provide professional intellectual support for various initiatives including the development of the RCSS platform, standards research, pilot implementation, talent training and regional cooperation.
RCSS 计划由交通运输部中国国际可持续交通创新和知识中心与联合国亚太经社会（UNESCAP）联合发起，2025年9月在联合国亚太经社会泛亚铁路网工作组第九次会议获得通过。该计划以《泛亚铁路网政府间协定》为基础，采用技术标准与政策协调双支柱推进模式，旨在破除技术壁垒，推动亚太地区铁路互联互通。
Initiated jointly by GSTIKC under China’s Ministry of Transport and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), RCSS was endorsed at the 9th Session of the UNESCAP Working Group on the TransAsian Railway Network in September 2025. Built upon the Intergovernmental Agreement on the TransAsian Railway Network, the Programme follows a dualpillar approach of technical standards and policy coordination. It is designed to remove technical barriers and advance railway connectivity across the AsiaPacific region.
计划通过政府间政策协调，衔接国际公认标准与区域实操，破解标准落地的制度性堵点，实现规则标准“软联通” 与基础设施 “硬联通” 协同发展。依据联合国亚太经社会 ESCAP/TARN (9)/5 号文件，中国国际可持续交通创新和知识中心将酌情提供技术资源、协调服务及其他支持，为泛亚铁路网工作组提供支撑。
By bridging internationallyrecognized standards with local practice through intergovernmental policy coordination, RCSS addresses institutional bottlenecks for standard implementation, enabling both “soft connectivity” of harmonized rules and standards and “hard connectivity” of physical infrastructure. Pursuant to UNESCAP document ESCAP/TARN(9)/5, GSTIKC provides technical resources, coordination services and other assistance as appropriate in support of the Working Group.
