WIPO 中国：助理总干事爱德华·夸夸出席 2026 年民间文艺版权保护与促进国际研讨会
9 月 7 日至 9 日，2026 民间文艺版权保护与促进国际研讨会在江西抚州举办。本次研讨会由中国国家版权局与世界知识产权组织（WIPO）共同主办，江西省版权局及抚州市人民政府承办。WIPO 助理总干事爱德华·夸夸出席开幕式并致辞。
The 2026 International Symposium on Intellectual Property and Traditional Cultural Expressions was held in Fuzhou, Jiangxi Province from September 7 to 9. Co-hosted by the National Copyright Administration of China (NCAC) and the World Intellectual Property Organization (WIPO), the event was organized by the Jiangxi Provincial Copyright Administration and the Fuzhou Municipal People's Government. Mr. Edward Kwakwa, WIPO Assistant Director General, attended the opening ceremony and delivered remarks.

全球共聚抚州，探讨传统文化版权保护
来自 30 多个国家的版权主管部门官员、港澳代表、专家学者，以及中国各省份版权局、试点地区代表和版权协会代表等近 400 人参会。会议期间，代表们赴抚州实地调研，深入了解当地利用版权制度保护与促进传统文化表现形式的实践经验。
Participants included officials from copyright authorities in over 30 countries, representatives from Hong Kong and Macao, experts, scholars, and delegates from Chinese copyright administrations, pilot areas, and associations, totaling nearly 400. During the symposium, attendees conducted field visits in Fuzhou to examine local practices in leveraging the copyright system to protect and promote traditional cultural expressions (TCEs).

WIPO 助理总干事：肯定中国在 TCEs 保护上的努力
爱德华·夸夸在致辞中指出，中国拥有丰富的传统文化表现形式。他在抚州考察期间印象深刻，当地依托深厚文化底蕴，积极探索利用版权制度保护、传承和振兴传统文化。这彰显了中国政府支持企业运用知识产权推广传统文化的积极作为。他呼吁各方坦诚交流，共同探讨国际层面保护传统文化表现形式面临的挑战、机遇及未来路径。
In his remarks, Mr. Kwakwa highlighted China's wealth of traditional cultural expressions. He expressed deep admiration for Fuzhou's initiatives in utilizing the copyright system to protect, preserve, and revitalize TCEs based on its rich cultural heritage. This reflects the Chinese Government's proactive efforts to support local enterprises in leveraging IP rights for cultural promotion. He encouraged open and substantive dialogue on the challenges, opportunities, and future pathways for protecting TCEs internationally.

共识：加强国际合作，构建公平治理体系
与会代表一致认为，传统文化表现形式承载各民族的文化基因与精神追求，是全人类共同财富。围绕人工智能时代的文化根脉守护、跨境流动中的公平治理等议题，代表们展开深入讨论。大家表示，应进一步强化版权保护，推动产业融合与数字赋能，深化国际合作，以激发文化创新活力，促进文明交流互鉴。
Participants agreed that TCEs embody the cultural DNA and spiritual aspirations of all ethnic groups, constituting a shared heritage of humanity. Discussions focused on safeguarding cultural roots in the AI era and establishing fair governance frameworks for cross-border circulation. Attendees emphasized the need for stronger copyright protection, industry integration, digital empowerment, and enhanced international cooperation to foster cultural innovation and mutual learning among civilizations.
