自 9 月 18 日起,美国海关与边境保护局 (CBP) 将加强对海关登记进口商 (IOR) 信息的审查与执法力度。若发现备案信息不准确或非最新,CBP 将立即作废其 IOR 编号。

此举旨在落实 2026 年 6 月 3 日签署的第 14411 号行政令“加强海关执法”,该行政令要求 CBP 强化对进口商身份的识别与合规要求。

进口商务必在 9 月 18 日前核对并更新在 CBP 的备案信息,以避免未来入境申报受阻。

已知审查重点

CBP 目前正在重点审查进口商提交的以下信息:

  • 实际地址:公司的实际营业地点,严禁使用邮政信箱、代收点或第三方地址。

  • 邮寄地址:公司主动监控并接收邮件的有效地址。

  • 电话号码:真实有效的公司联系电话。

  • 电子邮件地址:由公司拥有并主动监控的邮箱,不得使用报关行或其他第三方邮箱。

若 CBP 认定某 IOR 信息不准确或不完整,该编号将被作废且无法用于任何用途(包括入境申报),可能导致货物延误、额外质询或清关受阻。

SEKO 物流建议进口商立即采取以下措施:

1. 核对 ACE 安全数据门户信息

登录 ACE 账户,确认每个 IOR 关联的信息准确、完整且直接相关。如需更新:

  • 导航至"Addresses"选项卡,核对并更新实际地址和邮寄地址。

  • 在实际地址部分更新联系信息。

  • 进口商应直接在 ACE 系统中核对所有信息(含电话和邮箱),因 SEKO 物流无法查看这些字段。SEKO 可代表进口商提交 CBP 5106 表格更新申请,但 CBP 可能会要求对联系信息、营业地址或商业登记进行额外验证。

2. 注册 ACE 账户

若尚未开通 ACE 账户,请立即注册以便直接核对 CBP 备案信息。申请说明请访问 CBP 官方网站获取。

3. 及时通知实体变更

若 IOR 发生法定实体名称变更或获得新的 EIN/IRS 编号,请立即通知 SEKO 物流代表。此类变更需在 SEKO 系统中建立新组织并重新签署授权书 (POA);仅地址变更无需提供新 POA。

Beginning September 18, U.S. Customs and Border Protection (CBP) will enforce stricter verification of Importer of Record (IOR) information. IOR numbers will be immediately voided if maintained information is found inaccurate or outdated.


SEKO continues to monitor the situation closely and will provide updates as new information becomes available.

WHAT'S THE LATEST

Beginning September 18, U.S. Customs and Border Protection (CBP) will begin enhanced enforcement of Importer of Record (IOR) information. IOR numbers will be immediately voided if CBP determines the maintained information is inaccurate or no longer current.

This action follows Executive Order 14411, "Strengthening Customs Enforcement," signed on June 3, 2026, which directs CBP to strengthen importer identification and compliance requirements.

Importers should review their information on file with CBP before September 18 to avoid disruptions to future entry filings.

WHAT WE KNOW

CBP is reviewing information submitted by importers, including:

  • Physical address — the company's actual business location, not a P.O. Box, mail drop, or third-party address.

  • Mailing address — an address where the company actively monitors and receives mail.

  • Phone number — a valid, working number for the company.

  • Email address — an email address owned and actively monitored by the company, not a broker or other third party.

If CBP determines that an IOR's information is inaccurate or incomplete, the IOR number may be voided and cannot be used for any purpose, including making entry. This could result in shipment delays, additional CBP inquiries, or other disruptions to cargo clearance.

SEKO'S GUIDANCE

SEKO recommends that importers:

1. Review information in the ACE Secure Data Portal

Confirm all information associated with each IOR is accurate, complete, and directly associated with the IOR. If updates are needed:

  • Log in to your ACE account.

  • Navigate to the "Addresses" tab to review both physical and mailing addresses.

  • Update both addresses as needed. The physical address section includes options to update contact information.

  • Importers should review all information directly in ACE, including phone numbers and email addresses, as SEKO doesn't have visibility into these fields. SEKO can submit a CBP Form 5106 update on an importer's behalf when appropriate; however, CBP may require additional validation of contact information, business address, or business registration.

2. Establish an ACE account

If you do not already have one, establish an ACE account to review your CBP information directly. Instructions for applying are available through CBP.

3. Notify SEKO of legal entity changes

Notify your SEKO representative immediately if an IOR undergoes a legal entity name change or receives a new EIN/IRS number. These changes require a new organization to be established within SEKO's systems, along with a new Power of Attorney (POA). Address changes alone do not require a new POA.
