It creates a standardized process and system for managing IP at every stage - from R&D and procurement to production and after-sales - covering what needs to be managed, who is responsible, and how it should be done.
The new version (GB/T 29490-2023) represents a significant upgrade from the previous version (GB/T 29490-2013). Key enhancements include:

How to Implement Guanbiao
Step 1: Filing and Preparation
Some regions require enterprises to file with the local intellectual property authority before starting the Guanbiao process. Specific requirements depend on local policies.
Step 2: Implementation
Enterprises must engage a certification body approved by the National Certification and Accreditation Administration to conduct the certification.
Step 3: Basic Conditions for Certification
To apply for certification, enterprises must meet the following conditions:
- Possess at least 1 valid intellectual property right related to the core business
- The IP compliance management system has been effectively implemented and operating for at least 3 months, with documented evidence
- At least one internal audit and management review has been completed
- No major administrative penalties related to IP in the past year
Step 4: Full Certification Process
The complete Guanbiao process typically includes the following stages:
1. Preparatory Work (5–10 days)
Confirm the need for certification, sign a service contract, and establish a working group.
2. Diagnostic Review (5–10 days)
Conduct a thorough assessment of the current IP management status, identifying gaps and areas for improvement.
3. System Construction and Documentation
Develop IP compliance management manuals, procedure documents, work instructions, and other system documentation in accordance with GB/T 29490-2023.
4. System Implementation (At least 3 months)
Put the system into practice, operate it continuously, and make ongoing improvements. The new version requires the system to be effectively running for at least 3 months before certification application.
5. Internal Audit and Management Review
Complete at least one internal audit and management review to verify the system's effectiveness and conformity.
6. Certification Application
Submit the certification application to the certification body, including system documentation, operation records, and internal audit and management review reports.
7. On-Site Audit
The certification body sends auditors to conduct an on-site audit of the enterprise, verifying the actual implementation of the system.
8. Certification Issuance
Upon successful audit, the certification body issues the Intellectual Property Compliance Management System Certificate, valid for 3 years.
2026 Certification Trends
In 2026, the rules for IP compliance certification continue to evolve. Many local governments have designated High-Tech Enterprises, specialized and sophisticated SMEs ("Little Giants"), industrial enterprises above a certain scale, and technology-based SMEs as key targets for Guanbiao promotion.
Audits are increasingly focused on actual operational effectiveness rather than just documentation compliance. Enterprises should view certification as the beginning, not the end, with ongoing system maintenance, annual supervision audits, and re-certification after three years requiring sustained attention.
