China Tightens Rules to Make Automakers Pay Suppliers Faster
China has tightened rules on automakers' payments to suppliers, seeking to accelerate settlement and ease pressure on the industry's supply chain amid a prolonged price war.

The Ministry of Industry and Information Technology and the State Administration for Market Regulation said in a notice published Monday that carmakers were encouraged to pay small and medium-sized suppliers within 30 days of goods passing acceptance checks, with a maximum payment period of 60 days.
9月7日，工业和信息化部、国家市场监督管理总局在一份通知中表示，鼓励车企自货物验收合格之日起30天内向中小企业供应商支付货款，最长付款期限为60天。
Average payment periods had shortened, but differing calculation methods and lengthy acceptance procedures continued to undermine the improvements for some suppliers, the ministry said.
监管部门表示，平均账期已有所缩短，但账期计算方式不统一、验收流程耗时较长等问题，仍使部分供应商未能充分受益。
The measures follow commitments by 17 major Chinese automakers in June 2025 to pay suppliers within 60 days. The likes of Li Auto Inc. and Zhejiang Leapmotor Technology Co. took as long as 184 days in the latest half-year to settle bills, according to data compiled by Bloomberg.
此前，17家中国汽车制造商承诺在60天内向供应商支付账款。然而彭博汇编数据显示，在最近一个半年度，有车企付款周期长达184天。
The new rules clarify when payment periods begin and set deadlines for acceptance procedures, aiming to prevent automakers from delaying payment by withholding sign-off on deliveries.
新规明确了账期的起算时间，设定了验收程序的时限，旨在防止车企通过拖延签署交付验收文件来推迟付款。
The notice encourages cash payments, including bank transfers, and prohibits forcing suppliers to accept commercial bills or supply-chain notes.

Automakers must submit payment reports by the end of January and July, while annual third-party assessments will be made public.
