2014年9月9日发布G/TBT/N/EU/231号通报，该通报的评议截止日期为2014年11月8号，欧盟计划批准日期为2015年第一季度，生效日期为2016年第一季度。该通报为拟修订玩具安全指令2009/48/EC附件II附录C关于供3岁以下儿童使用的玩具或可放入口中的其他玩具中化学物质限值的草案，该草案在2014年6月20日发布的修订指令2014/79/EU基础上新增7项物质的限量，修订后的2009/48/EC附件II附录C具体要求将如下表：
