2026 年 9 月 3 日,中国五矿化工进出口商会正式发布《可持续矿业守则》(以下简称《守则》)修订稿及配套评估工具,并同步启动联合试点计划。
该《守则》作为自愿性行业标准,在既有行业指引基础上,深度融合国际矿业可持续发展框架与环境社会风险管理要求,对标国内相关政策规范。内容涵盖矿产供应链尽责管理、生物多样性保护及风险评估等关键领域,旨在推动行业绿色高质量发展。
标准内容修订
首轮意见征询期间,商会累计收到来自企业、国际组织、行业协会及专家个人等 50 余个利益相关方的反馈意见约 700 条。
基于各方反馈,本轮修订重点聚焦以下方面:
- 厘清边界与概念:进一步明确适用范围及核心术语定义;
- 强化风险导向:突出国际对标,提升实施可行性;
- 完善高风险议题:细化生物多样性、尾矿管理、污染与废弃物处置、劳工权益、人权及原住民权利等领域的具体要求;
- 注重实效:更加关注管理体系的实际运行效能与持续改进机制。
配套评估工具
为将规范性要求转化为可执行、可验证的实施动作,商会同步推出配套评估工具。该工具构建了“自评估—主评估—改进计划—实施跟踪”的闭环管理机制,协助企业精准识别差距、制定针对性改进措施并追踪落地成效。
后续工作计划
下一步,商会将适时召开专题介绍会,详细解读本轮修订要点、评估工具使用方法及试点评估安排。同时,正式启动第二轮意见征询,并将依据试点评估的实际反馈,对《守则》、评估工具及相关流程机制进行持续优化完善。

Sustainable Mining Code Revised and Toolkits Launched
On September 3, 2026, the China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters (CCCMC) released the revised draft of the Sustainable Mining Code (the "Code") following its first round of public consultation, alongside a supporting assessment tool. A joint piloting programme was also launched.
The Code is a Voluntary Sustainability Standard (VSS) developed upon existing industry guidance. It integrates leading international sustainability frameworks and environmental and social risk management requirements within the mining sector, while aligning with relevant Chinese standards and policies. The standard incorporates practical experience in mineral supply chain due diligence, biodiversity management, and comprehensive risk control.
Key Revisions
During the first round of public consultation, CCCMC received approximately 700 comments from over 50 stakeholders, including corporations, international organizations, industry associations, NGOs, and individual experts.
Based on a thorough review of stakeholder feedback, the revised draft clarifies the scope of application and key terminology, strengthens the risk-based approach, enhances alignment with international practices, and improves implementation feasibility. Significant attention has been devoted to high-risk areas such as biodiversity, tailings, pollution and waste, labour, human rights, and indigenous peoples' rights, with an increased emphasis on the effective operation and continuous improvement of management systems.
Supporting Assessment Tool
The supporting assessment tool translates the Code's requirements into practical, assessable, and verifiable actions. It establishes a continuous improvement cycle comprising:
This tool provides a structured methodology for companies to assess their practices against the Code, identify gaps and risks, plan improvements, and track implementation progress over time.
Next Steps
With the revised Code and assessment tool finalized, CCCMC is moving into the implementation phase. The Chamber will organize a dedicated briefing to present key revisions, explain the tool's functionality, and provide details on the joint pilot programme. Concurrently, a second round of public consultation will be launched. The Code, assessment tool, and related procedures will be further refined based on insights gained from the pilot assessment process.
