该合作协议是旁遮普省首席部长玛丽安·纳瓦兹·谢里夫在中国与华为高层会谈期间敲定。会谈聚焦扩大人工智能、数字基础设施以及智慧公共服务领域的合作。
玛丽安·纳瓦兹还邀请华为投资建设纳瓦兹·谢里夫IT城。
根据协议，华为将为旁遮普省培训1000名青年AI首席培训师，并另外为300名女性从业者提供专项人工智能培训。
会谈还审议了在旁遮普省设立人工智能交付单元的提案。纳瓦兹·谢里夫IT城内将建设6座数据中心，其中包含一座主权级数据中心。双方同时商定任命一名专属对接人，提升华为与巴基斯坦政府之间的协作效率。

玛丽安·纳瓦兹表示，推动旁遮普省人工智能发展是首要工作，该省是巴基斯坦乃至南亚地区技术应用最为活跃的区域之一。
她补充道，旁遮普省计划在省内搭建云计算能力、数字基础设施，并研发本土人工智能模型。
特别助理阿里·达尔在会上介绍了旁遮普省人工智能办公室的相关情况。他表示，省政府正以前所未有的规模，将人工智能应用于医疗、教育、基础设施建设与政府治理各个领域。
他提到，旁遮普是巴基斯坦首个设立人工智能办公室的省份。达尔表示，人工智能已经应用于平安城市管理、农业以及交通调度；旁遮普省也是巴基斯坦首个将AI技术应用于心脏移植手术的省份。
达尔指出，旁遮普省65%人口为青年，为技术驱动型增长与就业创造巨大潜力。该省目标是在2029年实现全场景AI系统互联互通。
他还提到，政府教育机构已将人工智能设为必修课；一项借助人工智能为学生创造市场机遇的试点项目，已顺利完成。
Punjab has reached an agreement with Chinese technology company Huawei to train 1,000 young people as AI master trainers and establish six data centres.
The deal was made in a meeting between Chief Minister Maryam Nawaz Sharif and senior Huawei officials in China. The meeting focused on expanding cooperation in artificial intelligence, digital infrastructure and smart public services.
Maryam Nawaz also invited the company to invest in the Nawaz Sharif IT City.
Under the agreement, Huawei will train 1,000 young people from Punjab as master trainers. The company will also provide separate AI training to 300 women.
The meeting also reviewed a proposal to establish an Artificial Intelligence Delivery Unit in Punjab. Six data centres could be built at the Nawaz Sharif IT City, including a sovereign data centre. It was also agreed to appoint a focal person to improve coordination between Huawei and the Government of Pakistan.
The two sides discussed cooperation in smart cities, command centres, healthcare, education, agriculture and manufacturing. They also explored collaboration in AI, cloud technologies, digital infrastructure, talent development and smart public services.
Maryam Nawaz said advancing Punjab in AI remained a top priority and noted that the province was among the most active regions in Pakistan and South Asia in adopting technology.
She added that Punjab planned to build cloud computing capacity, digital infrastructure and locally developed AI models within the province.
Special Assistant Ali Dar briefed the meeting on the Punjab AI Office and said the government was deploying AI across healthcare, education, infrastructure and governance at an unprecedented scale in the province.
He said Punjab had become the first province in Pakistan to establish an AI office. According to Dar, AI is already being used by the Safe Cities Authority and in agriculture and traffic management. He also said Punjab had become the first province to use AI technology for heart transplantation.
Dar said Punjab's population is 65% youth, creating significant potential for technology-driven growth and employment. The province is targeting a fully AI-integrated and interconnected system by 2029.
He added that AI is being introduced as a compulsory subject in government educational institutions. A pilot project aimed at creating market opportunities for students through AI has already been completed successfully.
2.中国寻求扩大与旁遮普省的经济合作
China seeks wider economic cooperation with Punjab
孙彦称，两国致力于推进中巴经济走廊下一阶段建设，将中巴经济走廊2.0视为扩大经济合作的重要平台。该项目有望创造就业岗位、夯实工业供应链，还能帮助巴基斯坦企业更好地进入中国市场。此外，中方期待与旁遮普省工商界相关方加强对接协作。
这位外交官重点提及农业与粮食生产领域合作。他说，中国将持续助力巴基斯坦提升农业产能，农业大省旁遮普将从中显著受益。中国近期已完成对1000名巴基斯坦青年农业技术人员的培训。中方还计划鼓励中国企业赴巴农业领域投资。
与此同时，中国希望增加巴基斯坦优质农产品进口。更广阔的市场准入，将为当地生产商与出口商带来新机遇。孙彦还指出，数字贸易与跨境电商是极具潜力的合作方向，加强两国企业与科技公司之间的联动，能够实现互利共赢。此外，绿色清洁能源将成为另一大重点合作领域。
技能人才培养同样是双边合作的重要组成部分。孙彦介绍，2025年至2029年间，中方将为巴基斯坦专业人员提供3000个职业培训名额。该项目将助力巴基斯坦完善人才储备、提升从业者专业能力。总体来看，中巴两国将依托中巴经济走廊2.0构建更加紧密的经济联系，新合作将为旁遮普全省的企业、劳动者与出口商创造大量机遇。
China has expressed its readiness to expand economic cooperation with Pakistan, particularly with Punjab's business community. Chinese Consul General in Lahore Sun Yan shared the plans on Friday. He spoke at the Gujranwala Chamber of Commerce and Industry. He said China wants broader cooperation in several emerging sectors. These areas include agriculture, industry, digital technology and clean energy.
Sun said both countries aim to advance the next phase of the China-Pakistan Economic Corridor. He described CPEC 2.0 as an important platform for wider economic cooperation. The initiative could create jobs and strengthen industrial supply chains. It could also improve Pakistani businesses'access to Chinese markets. Furthermore, China wants stronger coordination with Punjab's business and industrial stakeholders.
The Chinese diplomat also highlighted cooperation in agriculture and food production. He said China would continue supporting Pakistan in improving agricultural productivity. This support would particularly benefit Punjab, which has a major agricultural base. China recently completed training for 1,000 young Pakistani agricultural technicians. Beijing also plans to encourage Chinese companies to invest in Pakistan's agricultural sector.
Meanwhile, China wants to increase imports of quality Pakistani agricultural products. Greater market access could provide new opportunities for local producers and exporters. Sun also highlighted digital trade and cross-border e-commerce as promising areas. Both sides could benefit from stronger links between businesses and technology companies. Moreover, green and clean energy could become another major area of cooperation.
Skills development also remains an important part of the bilateral partnership. Sun said China would provide 3,000 vocational training opportunities for Pakistani professionals. The programme will run between 2025 and 2029. He said the initiative would strengthen human resources and professional skills. Overall, China and Pakistan aim to build stronger economic ties through CPEC 2.0. The new cooperation could create opportunities for businesses, workers and exporters across Punjab.

In a major development, Pakistan's five oil refineries have agreed to move ahead with modernisation agreements that could unlock more than $6 billion in investment and enable domestic production of Euro 5-compliant fuel, reducing reliance on imported petrol and diesel.
The development came after Federal Minister for Petroleum Ali Pervaiz Malik held meetings with the managements of Pakistan's five oil refineries, Pak Arab Refinery Limited (PARCO), Pakistan Refinery Limited (PRL), National Refinery Limited (NRL), Cnergyico and Attock Refinery Limited (ARL), to review progress towards implementation of the Brownfield Refinery Upgradation Policy, the financial and operational performance of the refineries, and measures to strengthen Pakistan's energy security, read a statement on Friday.
The management of all five refineries reaffirmed their readiness to sign agreements under the Refinery Upgradation Policy, with the agreements expected to be signed early next month. The agreements are expected to unlock approximately $6 billion in investment in Pakistan's refining sector.
