I've taken ASA 101 and 103 courses at sailing base of SAIL GLOBAL in China. Am I qualified to charter a sailboat when I go back Germany？Can I apply for a
German license with my ASA logbook?

Hi Marc and all,
first, let me clarify that you did an ASA course which means you got an ASA license. You cannot get a
German sailing license with that. You also don’t need it.
Later if you want to rent a boat, doesn’t matter where in the world, on the sea you need to have ASA104 license and you have to ask the Charter company if they need additional proof of competencies! Often they don’t need anything more.
But some will require an international proof of competency which you can apply online on ASA Asia webpage (https://asa-asia.com/home/learnvoyage/ipcauth.html).
It's called IPC (International Proficiency Certificate).
Important for you, to apply for a IPC you need to be ASA member plus you need to have ASA104 + VHF (Funklizenz).
VHF is required in Europe but not in many other countries out of Europe.

Generally ASA is accepted worldwide and its not a question of country but its more a question of what the charter company require from you. Its directly linked to insurance, that’s why no general country rule apply. Each boat owner can rent their boat to whomever he/she want.
So in your case with only 101+103 (lake license) you cannot apply for an IPC as with 103 you are not allowed to charter boats on open sea.
Out of Europe you just show your ASA logbook. Don’t need an IPC.
As per my experience, showing a sailing resume is also very helpful and important.
