Against the backdrop of the continued advancement of the "dual carbon" goals and the accelerated development of a new energy system, hydrogen energy and green fuels are rapidly transitioning from policy ambition to industrial reality. Green hydrogen, green ammonia, and green methanol—serving as important carriers connecting renewable energy with end-use applications—are becoming key strategic pathways for China's energy transition toward a greener and lower-carbon future. Driven by this trend, investment, construction, and operation of green hydrogen–ammonia–methanol projects have been growing steadily, with the industrial chain spanning multiple segments, including renewable power generation, green hydrogen production via electrolysis, synthetic ammonia and methanol production, storage and transportation, downstream applications, and sustainable aviation fuels.

Meanwhile, such projects are subject to more complex compliance requirements than traditional energy and chemical projects. During project development, they often involve multiple regulatory regimes, including energy, chemicals, work safety, environmental protection, land administration, engineering construction, special equipment, and transportation. Practical issues that are of greatest concern to enterprises and that most directly affect project timelines and execution include how to interpret and apply policy frameworks, how to demonstrate compliance with project approval and market entry criteria, how to navigate construction permitting procedures, what specific regulatory requirements apply to production, storage, and transportation, and how to apply local rules and industry standards.

Against this backdrop, King & Wood's energy and mineral resources team has prepared the Green Hydrogen, Ammonia and Methanol Legal and Regulatory Handbook following a systematic review of the relevant laws, regulations, policy documents, and industry standards applicable to the green hydrogen–ammonia–methanol industrial chain. This Handbook is more than a collection of relevant regulatory materials; it is intended as a compliance reference structured around the full life cycle of projects. It aims to help clients identify applicable regulatory requirements at an early stage, improve compliance efficiency throughout project implementation, and mitigate legal risks.

This Handbook is structured into six sections, aligned with the typical development sequence and the regulatory logic of green hydrogen–ammonia–methanol projects: (i) fundamental laws and regulations and overarching policy documents; (ii) compliance requirements for project approval and site selection; (iii) engineering compliance management during the construction phase; (iv) special compliance requirements for production, storage, and transportation; (v) local pilot regulations; and (vi) key industry standards. It is designed to provide a clearer framework for understanding the complex regulatory regime and offer practical legal guidance in the context of a rapidly evolving industrial landscape.
