2018年11月7日，作为2018全球硬科技创新暨“一带一路”创新合作大会系列活动之一的硬科技智库圆桌论坛在西安市顺利召开。由国务院发展研究中心国际技术经济研究所、中科创星、知本咨询、麻省理工科技评论等单位联合编写的《2018中国硬科技产业投资发展白皮书》正式发布。
硬科技（Hard&Core Technology)是基于科学发现和技术发明而产生的技术产品、设备和系统，其底层是科学研究支撑的，具有较高技术门槛和技术壁垒，难以被复制和模仿。当代，硬科技是指在人工智能、航空航天、生物技术、光电芯片、信息技术、新材料、新能源、智能制造等领域中，以自主研发为主，需要长期研发投入、持续积累形成的高精尖原创技术。
硬科技具备以下特有属性:
引领性。具有带动力和衍生力，能带动整个创新链的产品开发、产业化的关键技术；能推动一国产业技术进步、支撑和引领经济社会发展的核心和共性的使能技术；能够推动世界进步、引领人类生活发生根本性变的技术。如微电子、纳米、光电等技术。
基石性。可以在多个产业广泛应用，在产业技术发展中起着基础支撑和关键作用的技术，是关键领域核心技术和关键性瓶颈技术。如通信技术中的芯片、航空技术的发动机。
创新性。经过长期研发、持续积累形成的高精尖原创技术，也可指某细微领域形成的突破性技术。
经济性。以上任一特性的技术，最终都要能够转化为经济效益才能属于硬科技。无论是有形的产品或是无形的软件、系统等，都要有明确的应用场景和产业基础，对产业的发展具有较强的引领和支撑作用，是推动世界进步的动力和源泉。
