7 月 30 日,由天津市人民政府主办的 2026 海河国际消费论坛在津举行。论坛以“创新服务业态,激活消费新增长”为主题,汇聚政企学界代表 300 余人,共商服务业升级与国际消费中心城市建设。会上发布《天津建设国际消费中心城市五年实践报告》,并同期举办中国(天津)投资贸易洽谈会及天津国际咖啡产业展。
英商会观点:看好中国经济长期前景
中国英国商会秘书长华葛(Graeme Wallace)率队参会,并发表《助力中国迈向服务驱动型消费经济——来自英国企业的视角》主旨演讲。
结合最新发布的《在英国企业:在华营商信心调查报告 2025-2026 年度》,华葛指出,尽管受内需走弱及地产调整影响,英企过去一年面临挑战,但仍坚定看好中国经济长期发展。多数英资企业计划维持或扩大在华投资,彰显对中国向高质量、服务驱动型经济转型的信心。
他强调,英国作为全球领先的服务经济体,可在中国消费升级中发挥关键作用。当前中国在文旅、体育、医疗及生活服务等领域增长迅猛,为英企在酒店、专业服务、金融、教育及文创等板块带来广阔机遇。
政策倡导与双边合作新机遇
演讲中,华葛援引商会《在华英国企业及:建议书 2026 年》,呼吁进一步扩大服务业开放、强化知识产权保护、推进职业资格互认,以打造稳定可预期的营商环境。他认为,此举既利好外资企业经营,也契合中国创新驱动与服务主导的发展目标。
针对中英即将开展的服务贸易深化合作可行性研究,华葛表示欢迎,视其为双边经贸关系的自然进展。他总结道,依托中国的市场规模与创新活力,叠加英国在服务、教育、金融等领域的优势,双方必将挖掘更多互利合作新机遇。
未来,中国英国商会期待携手天津及全国合作伙伴,共同推动服务业高质量发展,深化中英经贸合作。

Forum Overview: Innovating Service Formats
On 30 July, the 2026 Haihe International Consumption Forum was held in Tianjin. Hosted by the Tianjin Municipal People's Government under the theme "Innovating Service Formats, Activating New Consumption Growth," the forum brought together over 300 representatives from government, business, and academia. Key discussions focused on service-sector upgrading, new consumption models, and the development of international consumption centre cities. The event featured the release of the Five-Year Practice Report on Building Tianjin into an International Consumption Centre City, alongside the China (Tianjin) Investment and Trade Fair and the Tianjin International Coffee Industry Exhibition.
BritCham Perspective: Confidence in China's Long-term Prospects
Graeme Wallace, Managing Director of the British Chamber of Commerce in China (BritCham China), attended the forum and delivered a keynote speech titled "Supporting China's Transition towards a Service-Led Consumer Economy: A British Business Perspective."
Citing findings from BritCham China's recently released British Business in China: Sentiment Survey 2025-2026, Mr. Wallace noted that while British businesses faced challenges over the past year due to softer domestic demand and the property sector slowdown, they remain confident in China's long-term economic prospects. He highlighted that most British companies intend to maintain or increase their investment in China, reflecting strong confidence in the country's transition towards a higher-quality, service-led consumer economy.
Mr. Wallace emphasised that the UK, as a leading global service economy, is well-positioned to contribute to China's next stage of development. With Chinese consumer demand shifting towards experience-led consumption in tourism, culture, sport, healthcare, and lifestyle services, significant opportunities exist for British companies in hospitality, professional services, finance, education, and the creative industries.
Policy Recommendations and Bilateral Cooperation
During his speech, Mr. Wallace outlined recommendations from BritCham's Position Paper 2026, calling for further opening of China's service sectors, strengthened intellectual property protection, expanded mutual recognition of professional qualifications, and a stable, predictable business environment. He noted that these measures not only support foreign businesses but also align with China's objectives of building an innovative, productive, and service-led economy.
Welcoming the announcement of a feasibility study on closer UK-China cooperation in trade in services, Mr. Wallace described it as a natural progression in bilateral relations. He concluded that combining China's market scale and innovation with the UK's strengths in services, education, finance, healthcare, engineering, and creative industries would create new opportunities for mutually beneficial cooperation.
