Recently, the Cyberspace Administration of China (CAC) released the Draft Provisions on Personal Information Protection by Large-scale Personal Information Processors, soliciting public comments until September 7, 2026.

The Draft defines "large-scale processors" based on three criteria: processing data of over 10 million individuals; providing critical network services or engaging in diverse business lines involving personal data; or activities significantly impacting national security and public interest. Such processors must implement security measures like encryption, de-identification, and access control. They are encouraged to utilize national identity authentication services, data labeling technologies, and obtain protection certifications.

The Ministry of Ecology and Environment (MEE) and five other authorities jointly issued the Plan for Ecological Conservation During the 15th Five-Year Plan Period.

Targeting 2030, the Plan aims to optimize ecological spatial patterns, improve ecological quality, mitigate biodiversity loss, and safeguard national ecological security. Specific targets include maintaining terrestrial protected areas at no less than 18% of land area and raising the Ecological Quality Index (EQI) to 86.5. Key tasks involve consolidating the "Three Zones and Four Belts" ecological security barrier and advancing the Three-North Shelterbelt Forest Program.

The State Council published a Decision effective August 15, 2026, amending 12 and repealing 3 administrative regulations to align with the new Ecological and Environmental Code.

To ensure legal consistency upon the Code's implementation, references to repealed laws in regulations such as the Regulations on National Pollution Source Census and Regulations on Ecological and Environmental Monitoring have been updated to cite the Ecological and Environmental Code. Provisions inconsistent with the Code, particularly regarding legal liability, have been amended accordingly.
