商务部 2026 年第 32 号公告于 2026 年 8 月 10 日正式发布，公告针对原产墨西哥、美国的进口碧根果反倾销调查作出初步裁定。本次调查始于 2025 年 9 月 25 日商务部 2025 年第 52 号立案公告。
The investigating authority reviewed dumping margins, domestic industry injury and causal links. Under Article 24 of the Anti-Dumping Regulations of the People's Republic of China, it preliminarily confirmed dumped imports from Mexico and the US have caused material injury to China's domestic pecan industry, with proven causal connection.
依据条例第二十八、二十九条，商务部决定采用保证金形式实施临时反倾销措施，自 2026 年 8 月 11 日起实施。进口经营者申报进口涉案碧根果时，需按照对应企业保证金比例向海关缴纳保证金。
本次调查产品范围为原产墨西哥、美国的鲜或干碧根果，外文学名 Carya illinoensis，对应税则号列 08029990，产品包括无论是否去壳或去皮的、主要供人类食用的碧根果，可生食、加工糕点或榨油，该税号下其余品类不在调查范围内。
The subject goods cover fresh or dried Carya illinoensis (pecans) from Mexico and the US, whether or not shelled or peeled, classified under HS code 08029990. The edible nuts can be eaten raw, made into pastries or pressed for oil; other products under this tariff line are excluded from the investigation.
保证金采用从价计征模式，计算公式为：保证金金额 =（海关核定完税价格 × 征收比率）×（1 + 进口环节增值税税率），各企业单独适用的保证金比例完整列明于公告附件 2。其中，墨西哥企业适用的保证金比率为 17.8% 至 51.6%，美国企业适用的保证金比率为 54.3%。
Deposits are calculated ad valorem with the formula: Deposit amount = (Customs-determined dutiable price × deposit rate) × (1 + import VAT rate). Separate deposit rates for each company are listed in Attachment 2 of the official announcement. Deposit rates for Mexican companies range from 17.8% to 51.6%, while US companies are subject to a rate of 54.3%.
本次反倾销调查周期划分清晰：倾销调查时段为 2024 年 1 月 1 日至 12 月 31 日，产业损害调查时段覆盖 2022 年 1 月 1 日至 2024 年 12 月 31 日，原计划 2026 年 9 月 25 日前完成全部调查，特殊情形可延长 6 个月。
The dumping investigation period runs from January 1 to December 31, 2024, while the injury assessment covers January 1, 2022 to December 31, 2024. The full probe is scheduled to conclude by September 25, 2026, and may be extended by six months under special circumstances.
商务部公告明确，所有利害关系方自 2026 年 8 月 10 日公告发布当日起 10 日内，均可向调查机关贸易救济局提交书面评论意见，完整裁定细节、企业保证金明细可查阅公告两份附件 PDF 文件。
The announcement states all interested parties may submit written comments to the Trade Remedy Bureau within 10 days of August 10, 2026. Full ruling details and corporate deposit ratios are available in the two attached PDF documents of the official notice.
