1. 中巴合资企业获批瓜达尔 4 英亩土地,拟建驴产品加工厂

为推进中巴在瓜达尔的畜牧产业链建设,中巴合资企业沙赫扎德‑邵(私营)有限公司于 8 月 10 日正式取得瓜达尔北部自贸区 4 英亩土地,将建设驴屠宰及深加工工厂,向中国出口驴肉与驴皮。
工厂建设前期,企业已按照既定规章制度完成初步土质检测。根据政府相关指引,该公司还拿到了每年 15 万头驴的屠宰配额。
瓜达尔港务局(GPA)一名官员向《瓜达尔快报》透露:“该企业已经从巴基斯坦国家粮食安全与研究部、动物检疫部门,以及中国海关总署取得全部必备证照与无异议证明。”
该官员补充道,企业正计划联合信德省、旁遮普省当地养殖户共建养驴场。
在此消息发布前,恒庚公司上月已经从瓜达尔北部自贸区向中国发出两批货物。
恒庚公司在完成中巴两国全部检验、标准审核、资质认证与合规手续后,分两批向中国出口了价值 195425 美元的驴肉和驴皮。
恒庚公司一名负责人向《瓜达尔快报》表示,这两批出口业务得以落地,得益于巴基斯坦政府正式解除驴皮对华出口禁令。所有驴肉均采用冷冻海运方式发运。
由中方主导、投资 5000 万美元打造的巴基斯坦首座现代化高端驴肉驴皮屠宰加工厂已于去年竣工。
中国对驴肉、驴皮有着庞大的市场需求,其中驴皮是制作传统中药材阿胶的核心原料。
巴基斯坦是全球第三大养驴大国,驴存栏量约 580 万头。
瓜达尔港务局官员透露,驴屠宰厂落地、多家企业入驻瓜达尔北部自贸区形成带动效应后,另有多家企业递交了用地申请,其中包括 MLG 农场、桑阳环球有限公司、佛山兄妹贸易公司。
In a major development to boost Sino-Pak livestock value chain development initiative in Gwadar, Shahzad and Shao (Private) business firm, a joint venture of Pakistan and Chinese companies, officially secured four acres of land on August 10 in the Gwadar North Free Zone to establish a donkey slaughterhouse and processing factory for exporting donkey meat and hides to China.
In order to start the construction work for the donkey factory, initial soil testing has been conducted as per set rules and regulations. In accordance with government guidelines, the company has also obtained a quota of 150,000 donkeys for slaughter per year.
"The company has already obtained all necessary licenses and no-objection certificates from the Ministry of National Food Security and Research, the Animal Quarantine Department and General Administration of Customs of the People's Republic of China (GACC)," a GPA official told Gwadar Pro.
Efforts are afoot to develop donkey farms in collaboration with local donkey farmers in the areas of Sindh and Punjab, he added.
The development came on the heels of two consignments dispatched by Hangeng company from the Gwadar North Free Zone to China last month.
Hangeng exported donkey meat and hides valuing $195,425 through two consignments to China after fulfilling all inspections, criteria, certifications and regulations from Pakistan and China.
A Hangeng official told Gwadar Pro that both export activity came to happen after formal lifting of ban on the export of donkey hides to China by the government of Pakistan. All donkey meat was dispatched in frozen condition by ship.
Pakistan's first China-led top-notch construction of modern slaughterhouse for donkey meat and hide was completed at a cost of $50 million last year.
In China, there is a significant market demand for donkey meat and hides, particularly as donkey hides serve as a crucial raw material for Ejiao, a traditional Chinese medicinal product.
Pakistan, the world's third-largest donkey-owning country, has a population of approximately 5.8 million donkeys.
A GPA official revealed that having been catalysed with construction of donkey slaughterhouse and companies'operationalization in Gwadar North Free Zone, many other companies have applied for obtainment of lands. These companies include MLG Farms, Sang Yang Global Limited, Foshan Brothers and Sisters Trading Company.

巴基斯坦马铃薯目前已获得 36 个国家的出口准入资格,各国准入要求各不相同,涵盖常规植物检疫证书、进口许可以及各国专属附加条件。
据《财富巴基斯坦》获取的官方文件,巴基斯坦国家粮食安全与研究部下属植物保护司(DPP)编制了一份市场准入与卫生植物检疫(SPS)合规明细表,表格收录了目前准予巴基斯坦马铃薯出口的 36 个国家。
在这些市场当中,出口商向其中 17 个国家发货只需提供常规植物检疫证书,无需额外的卫生植物检疫附加条件。
另有 10 个国家规定,出口商必须先取得进口国主管部门出具的有效进口许可,植物保护司才可签发植物检疫证书。
剩余 9 个国家制定了额外进口条件,包含检疫证书附加声明、无虫害产区认证、包装物料与海运集装箱除害处理等;出口商同时还需要遵守该国其他专项植物检疫规定。

According to official documents available with Wealth Pakistan, the Ministry of National Food Security and Research's Department of Plant Protection (DPP) has compiled a Market Access and Sanitary and Phytosanitary (SPS) Compliance Matrix. The matrix covers 36 countries where Pakistani potatoes currently have export market access.
Of these markets, exporters can ship potatoes to 17 countries through routine phytosanitary certification without additional SPS conditions.
Another 10 countries require a valid import permit from the importing country's authorities before the DPP can issue a phytosanitary certificate.
The remaining nine countries have specified additional import conditions. These include declarations on phytosanitary certificates, certification of pest-free production areas and disinfestation of packing materials and shipping containers. Exporters must also comply with other country-specific phytosanitary requirements.

俾路支省政府消息,瓜达尔平安城市项目已于 8 月 11 日在瓜达尔全市各处重点、敏感及人流密集点位,完成现代化安防摄像头配套地下线缆与立杆铺设工程。
下一阶段将启动高端监控摄像头的安装作业。瓜达尔平安城市项目预估总造价 33.256 亿卢比,由俾路支省内政与部落事务部联合该省科学技术部共同实施。
就此事宜,瓜达尔平安城市项目负责人阿西夫·汗·巴雷阿奇博士前往办公室会见瓜达尔发展局(GDA)总干事莫因‑乌尔‑拉赫曼·汗,瓜达尔发展局总工程师哈吉·赛义德·穆罕默德也出席了会谈。
会谈中,平安城市项目负责人向瓜达尔发展局总干事通报了项目最新进展、在建工程以及后续建设阶段安排。他表示项目各项工程推进迅速。
他还向与会人员介绍,平安城市项目主体园区以及指挥控制中心的建设同样进度飞快。中央管控中心竣工后,全市各处布设的摄像头将通过一体化数字网络接入总平台。依托现代化技术,瓜达尔将建成一套全天候高效监控体系。
瓜达尔发展局总干事莫因‑乌尔‑拉赫曼·汗在会上表示,瓜达尔承载着巴基斯坦的经济未来,正逐步成长为全球重要投资枢纽,吸引着世界各地投资商与企业的目光。在此背景下,为本地居民、投资方、外籍专家、商界人士以及游客营造安全环境至关重要。
他谈到,瓜达尔平安城市项目不仅能够升级城市安防基础设施,还将为瓜达尔的投资、贸易与发展营造优良环境发挥重要作用。他补充说,按期完工是瓜达尔发展局的重点工作之一,并责成相关部门进一步加快施工进度。
外围安防系统项目造价 2.5235 亿卢比,该系统大幅提升了瓜达尔港、配套设施、瓜达尔港务局大楼、瓜达尔南北两大自贸区的安防防护水平。外围安防系统(PSS)是一套多功能集成系统,具备威胁侦测、视频监控、袭击模式分析功能,布设目的是保障瓜达尔港及周边自贸区的安全稳定。
With regard to Gwadar Safe City Project, the government of Balochistan has completed the installation of underground cabling and poles for modern security cameras at various important, sensitive and busy locations across the city of Gwadar on August 11.
The installation of advanced surveillance cameras will begin in the next phase. With an estimated cost of Rs3,325.6 million, the Gwadar Safe City Project has been executed by the Ministry of Homes and Tribal Affairs in collaboration with the Ministry of Science and Technology under the Government of Balochistan.
In this connection, Gwadar Safe City Project Director Dr. Asif Khan Bareach met Director General Gwadar Development Authority (GDA) Moin ur Rehman Khan at his office. GDA Chief Engineer Haji Syed Muhammad was also present on the occasion.
During the meeting, the Safe City Project Director briefed the GDA Director General on the latest progress, ongoing construction work and the upcoming phases of the project. He said that work on the project was progressing rapidly and
He further informed the meeting that construction of the main Safe City complex and the Command-and-Control Centre was also progressing at a fast pace. Once the central control centre is completed, cameras installed at various locations across the city will be connected to the central system through an integrated digital network. This will establish an effective, round-the-clock surveillance system in Gwadar using modern technology.
On the occasion, GDA Director General Moin ur Rehman Khan said that Gwadar represents Pakistan's economic future and is emerging as an important centre for global investment, attracting the attention of investors and businesses from around the world. In such circumstances, he said, providing a secure environment for citizens, investors, foreign experts, businesspeople and tourists is essential.
He said the Gwadar Safe City Project would not only modernise the city's security infrastructure but also play an important role in creating a conducive environment for investment, trade and development activities in Gwadar. He added that timely completion of the project was among the GDA's priorities and directed the relevant departments to further accelerate the pace of work.
The Perimetric Security System, costing Rs252.350 million, has instilled a sense of heightened security coverage for Gwadar Port, allied infrastructures, buildings of Gwadar Port Authority (GPA), Gwadar Free Zone South, and Gwadar Free Zone North. The PSS is a built-in multipurpose system that detects threats, performs surveillance, and analyzes attack patterns, installed with the objective of ensuring a safe and secure environment in Gwadar Port and the adjoining Free Zone.
