TC260 Seeks Comments on the Security Classification and Grading Methods for Artificial Intelligence Applications
The National Technical Committee 260 on Cybersecurity of the Standardization Administration of China (TC260) has released the Cybersecurity Technology - Security Classification and Grading Methods for Artificial Intelligence Applications (Draft for Comment) (the "Draft") for public consultation by September 13, 2026.
The Draft, based on the general guidelines set out in the AI Safety Governance Framework, further specifies the methodology and implementation procedures for the security classification and grading of artificial intelligence (AII) applications. It mainly covers the basic principles, classification methods, and grading methods, and is applicable to AI application developers, operators, and other relevant entities in conducting security classification and grading activities for AI applications. According to the Draft, in terms of the classification methods, the security risks and risk categories associated with AI applications are analyzed from three dimensions, namely, application scenario attributes, application task attributes, and AI capability attributes. With respect to the grading methodology, the level of each category of security risk will be comprehensively assessed according to both the severity of potential impact and the probability of occurrence, and the overall security level will be determined based on the highest applicable risk level.
网安标委对《人工智能应用安全分类分级方法》征求意见
日前，全国网络安全标准化技术委员会发布《网络安全技术 人工智能应用安全分类分级方法（征求意见稿）》（下称《征求意见稿》），面向社会征求意见，意见反馈截止于 9 月 13 日。《征求意见稿》按照《人工智能安全治理框架》明确的总体思路，进一步规定了人工智能应用安全分类分级的方法与实施流程，主要包括基本原则、分类方法、分级方法等内容，适用于人工智能应用开发者、运营者等开展应用安全分类分级活动。《征求意见稿》提出，在分类方法方面，从应用场景属性、应用任务属性、应用智能化能力三方面出发，分析人工智能所涉及的安全风险与类型。在分级方法方面，从影响严重程度、发生概率两方面出发，综合研判应用所涉每类安全风险的级别，并按照就高从严原则进行综合定级。

[Financial Service] NFRA Seeks Comments on the Measures for Cybersecurity Administration of the Banking and Insurance Sectors
The National Financial Regulatory Administration (NFRA) has drafted the Measures for Cybersecurity Administration of the Banking and Insurance Sectors (Draft for Comment) (the "Draft") to solicit public comments by August 10, 2026.
The Draft, consisting of 72 articles in eight chapters, sets out specific requirements in key areas including cybersecurity governance, cybersecurity development and operational management, cybersecurity risk monitoring, cybersecurity incident response and handling, the management of critical information infrastructure, and supervision and administration. Upon fully considering the business characteristics of banking and insurance institutions the Draft seeks to promote the implementation of cybersecurity protection responsibilities. It adopts a holistic approach to cybersecurity, stressing a cybersecurity governance framework characterized by group-wide unified management, coordination between technology and business, and joint governance by the three lines of defense. Meanwhile, a classified and graded management mode will be adopted. While establishing general cybersecurity management requirements applicable to banking and insurance institutions, more stringent requirements are introduced for the administration of critical information infrastructure.
[金融服务] 金融监管总局就《银行业保险业网络安全管理办法》征求意见
日前，国家金融监督管理总局起草了《银行业保险业网络安全管理办法（征求意见稿）》（下称《征求意见稿》），现向社会征求意见，意见反馈截止于 8 月 10 日。
《征求意见稿》共八章七十二条，围绕网络安全治理、网络安全建设和运行管理、网络安全风险监测、网络安全事件响应与处置、关键信息基础设施管理、监督管理等核心领域提出明确要求。《征求意见稿》充分考虑银行业保险业金融机构的业务特点，推动落实网络安全保护责任，体现大网络安全的概念，强调全集团统一管理、科技与业务协同、三道防线协同共治的网络安全治理理念。同时，体现分级分类管理，在对银行业保险业金融机构提出网络安全整体管理要求的基础上，针对关键信息基础设施管理提出更高要求。

Action Plan for AI Cooperation and Development Released
On July 17, 2026, the National Development and Reform Commission (NDRC) released the Action Plan for AI Cooperation and Development (the "Plan").
The Plan outlines eight initiatives across the areas of data, computing power, ecosystem development, AI enablement, talent, rules, governance, and ethics, namely: high-quality data supply, inclusive access to AI computing power, open-source ecosystem sharing, deep AI enablement, joint cultivation of digital and intelligent talent, joint development of rules and standards, collaboration on AI safety governance, and AI for Good. According to the Plan, China will deepen cooperation under the "AI plus" initiative, establish international industrial cooperation platforms, support digital and intelligent capacity building in developing countries, promote the standardized application and innovative development of AI agents, and advance AI-enabled applications in science, manufacturing, healthcare, education, agriculture, and governance, with the aim of fostering economic development, improving social governance, and enhancing people's well-being through artificial intelligence.
《人工智能合作发展行动计划》对外发布
7 月 17 日，国家发展和改革委员会发布《人工智能合作发展行动计划》（下称《计划》）。
《计划》从数据、算力、生态、赋能、人才、规则、治理和伦理等方面，提出优质数据供给、智能算力普惠、开源生态共享、人工智能深度赋能、数智人才共育、规则标准共建、安全治理协作、人工智能向善等八项行动。根据《计划》，未来将深化“人工智能+"合作，搭建跨国产业合作平台，支持面向发展中国家数智能力建设，促进智能体规范应用与创新发展，推动人工智能在科学、制造、医疗、教育、农业、治理等领域应用赋能，以人工智能促进经济发展、改善社会治理和增进民生福祉。

Never Say Too Late: Takeaways from the New Interim Provisions on the Protection of the Basic Rights and Interests of Workers Beyond the Statutory Retirement Age [King & Wood Mallesons]
As China's population continues to age and the system of progressively raising the statutory retirement age keeps advancing, it has become increasingly common in practice for individuals to remain employed after they have reached the statutory retirement age. A large number of workers continue working for their current employers despite reaching retirement age while others re-enter the labor market following retirement.
The previously released Measures of the State Council on Incrementally Raising the Statutory Retirement Age had expressly provided in Article 6 that: "where an employer employs a worker beyond the statutory retirement age, it shall protect the worker's basic rights and interests, including the right to labor remuneration, rest and leave, occupational safety and health, and protection against work-related injuries". However, for a relatively long period, there remained no unified or clearly defined institutional framework governing the protection of the rights and interests of over-age workers.
