新加坡与新西兰《重要物资贸易协定》正式生效
在完成各自国内法律程序后,新加坡与新西兰《基本物资贸易协定》(AOTES)于今日正式生效。作为全球首项具有法律约束力的双边供应链韧性协定,该文件被纳入两国现有的《更紧密经济伙伴关系协定》(ANZSCEP)框架,彰显了双方维护自由、畅通贸易的坚定承诺。
核心内容与机制
根据协定,双方承诺不对食品、燃料、医疗保健、化工及建筑等商定的基本物资施加不必要的出口限制。此外,协定建立了常态化合作框架,旨在促进货物流动、强化信息共享,并确立在供应链中断前后进行磋商的机制。此举将显著提升两国企业及消费者在面对供应链波动时的信心与应对能力。

新加坡副总理兼贸工部长颜金勇指出,该协定的生效是新新经济关系的重要里程碑,体现了双方从过往危机中汲取经验、超前布局的共同愿景。他强调,新加坡将继续携手志同道合的伙伴,构建更具韧性与开放性的贸易环境,助力企业与民众从容应对充满不确定性的全球局势。
该协定由新加坡主管能源和科技事务部长陈诗龙博士与新西兰贸易和投资部长托德·麦克莱签署,并于 2026 年 5 月 4 日由新加坡总理黄循财与新西兰总理克里斯托弗·拉克森共同见证。
Entry into force of the Agreement on Trade in Essential Supplies between Singapore and New Zealand
The Agreement on Trade in Essential Supplies (AOTES) has entered into force between Singapore and New Zealand today, following the completion of domestic procedures by both countries.
As the world's first legally binding bilateral supply chain resilience agreement, it reflects both nations' longstanding commitment to free and unimpeded trade. The Agreement is incorporated into the Agreement between New Zealand and Singapore on a Closer Economic Partnership (ANZSCEP).
Under the framework, both countries commit to avoiding unnecessary export restrictions on essential supplies, including food, fuel, healthcare, chemical, and construction products. It establishes mechanisms to facilitate goods movement, share information, and engage in consultations before or during supply chain disruptions, providing greater confidence to businesses and consumers.
Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong stated that this marks a significant milestone in bilateral economic relations, reflecting a shared desire to learn from past crises and prepare ahead. He affirmed continued cooperation with like-minded partners to build a resilient and open trading environment.
The Agreement was signed by Singapore Minister-in-charge of Energy and Science & Technology Dr Tan See Leng and New Zealand Minister for Trade and Investment Todd McClay, witnessed by Prime Minister Lawrence Wong and New Zealand Prime Minister Christopher Luxon on 4 May 2026.
