2026年7月16日，美国国土安全部发布最终规则，取消F类学生、J类交流访问者和I类媒体人员原有的“身份有效期”制度，改为固定停留期限。其中：
F类和J类人员原则上按项目期限获准停留，最长不超过4年；
需要延长学业或项目时间的，必须向美国公民及移民服务局申请延期，并接受生物信息、背景及合规审查；
F-1学生毕业后的离境准备期由60天缩短至30天，并加强转学、转换身份及课程变更方面的限制。
On July 16, 2026, the U.S. Department of Homeland Security announced a final rule ending the previous “duration of status” framework for F-category students, J-category exchange visitors, and I-category foreign media representatives, replacing it with fixed periods of authorized stay. Specifically:
F and J visa holders will generally be admitted for the duration of their academic program or exchange program, subject to a maximum stay of four years;
Those who need additional time to complete their studies or programs must apply to U.S. Citizenship and Immigration Services for an extension and undergo biometric screening, background checks, and compliance reviews;
The post-completion grace period for F-1 students will be shortened from 60 days to 30 days, while tighter restrictions will also be introduced on school transfers, changes of status, and changes to academic programs.
