In project cargo operations involving heavy machinery and bonded transit cargo, the processes of bonded zone release, port delivery, and export customs clearance typically require five to six days under standard conditions. For this shipment, however, the entire operational window for these activities was limited to six days.
Within this timeframe, M&M China completed all port delivery and export customs clearance procedures within four days, ensuring sufficient time for vessel loading and sailing.
The shipment consisted of heavy construction machinery, including excavators, road rollers, and motor graders, totaling more than 270 units. With a total volume of over 4,500 cubic meters and a gross weight exceeding 2,400 tons, the cargo was handled as breakbulk cargo from Shanghai Port to Karachi, Pakistan. More than 3,000 chargeable tons were classified as bonded transit cargo, which required close coordination between documentation, transport execution, and port operations.
Compared with standard project cargo operations, several constraints occurred simultaneously. The conventional cycle for bonded cargo release and port delivery was significantly compressed, while large cargo volumes had to be handled under breakbulk conditions and in compliance with bonded transit procedures. Any delay at a single operational stage could have affected the planned vessel loading schedule and, consequently, the customer’s downstream project timeline.
To meet the compressed schedule, the project team restructured the execution model at an early stage by shifting from a sequential workflow to a parallel operational setup. Documentation related to bonded zone release and export customs clearance was reviewed and validated in advance, reducing on-site processing time. Transport capacity and on-site resources were centrally coordinated to maintain a continuous delivery flow from bonded zone release to port staging. At the same time, ongoing coordination with terminal operators and service providers ensured that operational priorities remained aligned throughout execution.
As a result, all critical milestones—including bonded zone release, port delivery, and export customs clearance—were completed within four days, ahead of the originally allocated schedule. The early completion provided sufficient buffer time for vessel loading, and the shipment was dispatched as planned. With the final unit safely positioned onboard, the project cargo operation was successfully concluded.
This project demonstrates M&M China’s ability to execute time-sensitive project cargo operations under non-standard conditions through structured coordination and disciplined execution, contributing to reliable outcomes for customers’ international projects.
在涉及重型机械和保税过境货物的项目货运操作中，保税区提货、港口交货和出口清关等流程在标准条件下通常需要五到六天。然而，对于此次运输，这些活动的整个操作窗口仅限于六天。
本次项目为一批大型工程机械的海运出口操作，货物包括挖掘机、压路机、平地机等设备共270余件，总货量超过4,500立方米，总重2,400余吨，以散杂货形式自上海港发运至巴基斯坦卡拉奇港。其中，3,000余计费吨货物属于自上海保税区出口的过境货物，对操作节奏、单证准确性及节点衔接提出了更高要求。
与常规项目相比，本次操作面临多项条件的集中叠加：常规5–6天的出区与集港周期被压缩进6天的整体时间框架，大体量工程机械需以散杂货形式集中操作，同时还需满足保税区过境货物的合规要求。任何单一节点的延误，都可能影响已订舱散杂货船的装载计划，并直接关联客户海外工程项目的整体进度。
针对紧缩的操作窗口，项目团队在前期即对执行方式进行了重构，从传统的串联推进调整为并行推进。通过提前介入并预审出区及出口报关相关单证、统一调配运输与现场作业资源、并与码头作业方保持实时协同，原本高度依赖先后顺序的操作流程被有效拆解，在确保合规与安全的前提下显著提升了整体执行效率。
最终，项目团队仅用4天时间，即完成了全部货物的保税区出区、集港安排及出口报关工作，整体进度明显早于原计划，为后续装船与顺利启航预留了必要缓冲时间。随着最后一台设备安全装船，本次工程机械散杂货项目顺利完成。
