On January 16, China’s General Administration of Customs rolled out 25 measures nationwide to facilitate cross-border trade. Among them, the optimization of logistics corridors has drawn the most attention from the industry.
The policy directly targets three long-standing challenges in cross-border transportation: poor connectivity, uncontrollable transit times, and high hidden costs.
More important than the policy text itself is how these corridor adjustments are reshaping the actual operation of cross-border transport.
Rail–Road Intermodal “Single Waybill”: Making Central Asia and Europe Routes More Continuous
In this round of measures, the rail–road intermodal “single waybill” system has been identified as a key focus. It enables single declaration, one waybill throughout the journey, and end-to-end container transport, primarily applicable to routes connecting Central Asia and Europe.
In practice, cargo can complete the entire declaration process at the domestic point of departure. Transit hubs no longer require repeated customs clearance or container changes, and containers remain sealed throughout the journey.
Taking the Wuxi–Uzbekistan route as an example, overall transit time has been reduced from around 25 days to less than 15 days. Average per-container clearance costs at ports have fallen by approximately RMB 500, while transport efficiency has increased by more than 30%.
At its core, this type of corridor optimization reduces uncertainty in cross-regional connections, with particularly clear benefits for bulk and standardized industrial cargo.
TIR Cross-Border Road Transport: Redefining Its Application Scope
With cross-border e-commerce and bonded cargo now included in the TIR international road transport system, the applicable scenarios for this model are expanding noticeably.
Supported by the mutual recognition mechanism among 78 contracting parties, TIR enables “one document for the entire journey” and exempts cargo from unpacking inspections along the route. On suitable corridors, it demonstrates a balanced advantage between cost and transit time.
Under appropriate conditions, transport costs can be reduced to around 25% of air freight, while transit time can be more than 60% faster than sea freight. On Central Asia routes, total transit time can be controlled at around five days.
At present, ports such as Wenzhou, Qingdao, and Yinchuan have entered pilot phases. Light industrial goods, cross-border e-commerce parcels, and certain fresh product categories already have a practical operational foundation.
It is important to note that TIR is not a universal solution, but rather a targeted supplement and refinement of existing transport structures.
Airside Direct Transfer: Compressing Time Within Airports
For high-value and time-sensitive cargo such as precision instruments and biopharmaceuticals, the “airside direct transfer” supervision model is being gradually implemented at air cargo hubs. Its core lies in establishing a direct link between domestic cargo terminals and international cargo zones.
By reducing intermediate handling and repetitive security checks, customs clearance time per shipment can be improved by more than 80%. At some pilot airports, the entire transfer process for high-precision cargo has been compressed to within 30 minutes after landing, significantly lowering the risks of damage and delay.
Combined with electronic declaration via the Single Window system, automated review times have been reduced to seconds. In this segment, certainty itself is becoming part of the cost structure.
This new round of cross-border trade facilitation measures is not about creating entirely new logistics models. Instead, it is about making existing corridors operate more smoothly, more steadily, and with greater predictability.
As corridor rules become clearer, the basis of competition in cross-border transportation is also shifting — from which route is faster, to who better understands the coordination logic and operational boundaries behind each corridor.

在实际运行中,货物可在国内始发站完成全流程申报,中转口岸不再需要重复报关或换箱操作,集装箱在全程运输中保持“不开箱、不换装”状态。
以无锡至乌兹别克斯坦线路为例,整体运输周期由约 25 天压缩至 15 天以内,口岸单箱通行成本平均下降约 500 元,运输效率提升超过 30%。
这类通道的变化,本质上是在降低跨区域衔接的不确定性,对大宗、标准化工业货物尤为明显。
TIR 跨境公路:适用边界正在被重新定义
随着跨境电商及保税货物被纳入 TIR 国际公路运输体系,这一模式的适用场景正在明显扩展。
依托 78 个缔约国的互认机制,TIR 实现了“一证通行、沿途免开箱查验”,在特定线路中展现出成本与时效之间的平衡优势。
在合适条件下,其运输成本约为空运的 25%,时效较海运可提升 60% 以上,中亚方向全程可控制在 5 天左右。
目前,温州、青岛、银川等口岸已进入试点阶段,轻工制品、跨境电商包裹及部分生鲜品类,均具备实际操作基础。
需要强调的是,这并非“万能通道”,而是对原有运输结构的一次补充与细分。
航空“空侧直通”:被压缩的是机场内部的时间
针对高精密仪器、生物医药等高附加值、时效敏感型货物,航空口岸“空侧直通”监管模式正在逐步推广,其核心在于打通国内货站与国际货区之间的直达链路。
通过减少中转装卸与重复安检,单票货物的通关时效可提升 80% 以上。在部分试点机场,高精密货物从落地到转运全程已压缩至半小时内,货损与延误风险同步下降。配合“单一窗口”电子申报,系统机审时间进入秒级。在这一类运输中,确定性本身,正在成为成本结构的一部分。
这轮跨境贸易便利化措施,并不是在创造全新的物流模式,而是在让既有通道运行得更顺、更稳、更可预期。
当通道规则逐步清晰,跨境运输的竞争重点也随之变化——从“哪条路更快”,转向谁更理解通道背后的协同逻辑与运行边界。
