Realogistics recently successfully completed a project for a Singaporean government agency involving the transportation of dry sludge to Germany.

This project aims to have the sludge analyzed in German laboratories and subsequently reused through secondary processing, marking an important international environmental cooperation.

Due to the specialized nature of the cargo and the involvement of multi-national regulatory requirements, the entire transportation process required meticulous coordination and management.

I. Import Compliance: Obtaining All Necessary Permits

Dry sludge is classified as restricted import waste in Germany and is subject to the Basel Convention. Therefore, official permits must be obtained before the cargo can enter the country.

• • German Import Permit: Realogistics actively assisted the client in liaising with the German competent authority, LANDESDIREKTION SACHSEN. In accordance with requirements, Realogistics submitted detailed environmental statements and comprehensive technical documentation. Ultimately, Realogistics successfully assisted the client in obtaining official approval from Germany for sludge import.
• • Belgian Transit Permit (Contingency Plan): Considering that the transportation plan might require the cargo to transit through the Port of Antwerp in Belgium, Realogistics simultaneously applied for a transit consent letter from the Belgian IVCIE.
• • Transboundary Waste Movement Document: In accordance with EU regulations, Realogistics prepared the Transboundary Waste Movement Document, ensuring full legal compliance throughout the entire journey, from departure and transit to entry.

II. Document Coordination: Precise Alignment with Singaporean and German Requirements

This project required the Singaporean government agency to provide application documents, and all materials had to strictly conform to German approval standards, with clear specifications for format, content, and seals.

• • Checklist Compilation and Key Pointers: Leveraging its rich experience in similar projects, Realogistics meticulously compiled a complete document checklist and key preparation pointers for the Singaporean party, facilitating efficient information exchange between both sides.
• • First-Time Approval: This ensured that the declared materials were approved on the first submission, avoiding delays caused by repeated requests for supplementary information.

III. Cargo Pickup and Packaging: Meticulous Execution of Details

The pickup warehouse in Singapore had strict facility management regulations, including that the warehouse only provided forklift operations, vehicle height needed to be confirmed in advance, and all vehicles had to be registered before entering the facility.

• • Smooth Pickup Process: Realogistics confirmed and implemented all requirements with the warehouse in advance, and properly handled vehicle appointments and entry registrations, ensuring a smooth pickup process.
• • Professional Packaging Treatment: Given that the original packaging of the cargo did not meet maritime transport standards, Realogistics redid sealing, external reinforcement, and stuffing and securing the cargo into 20GP containers, effectively eliminating potential risks of leakage, moisture damage, and breakage during sea transit.

IV. Timely Connection: Tightly Coordinated Progress Across All Stages

Due to the definite validity periods of relevant official documents and limited shipping schedules, there was no room for delays in the connection of various stages of the project.

• • Detailed Progress Plan: Upon project initiation, Realogistics immediately developed a detailed progress plan, ensuring that tasks such as document declaration, pickup appointments, packaging construction, and booking and stowage proceeded in parallel, minimizing any gaps in the schedule.
• • On-Schedule Loading and Departure: Ultimately, Realogistics successfully completed all operations within the stipulated timeframe, and the cargo was loaded and shipped on schedule.
