On the afternoon of July 3, the Guangming District Service Station for Foreigner's Work Permit in China was officially inaugurated at the X-CASA Talent Development Liaison Center, Xinhu Subdistrict, Guangming District.
Around 40 attendees, including officials from the Organization Department of the Municipal Party Committee, the Municipal Science and Technology Innovation Bureau, the Organization Department of Guangming District Party Committee, representatives of foreign-related institutions, returned overseas talents and international talents within the district, were present at the ceremony.

Grassroots Deployment of Foreign-related Government Services
At the meeting, the foreign-related service functions of the X-CASA Talent Development Liaison Center were elaborated on-site. As the only municipal-level foreign-related talent service station currently in Guangming District, the station focuses on service support for APEC-related activities. Tailored to the work-related needs of foreigners coming to China, it integrates one-stop services including policy consultation and business acceptance for foreigners' work permits in China as well as protection of talent rights and interests.
The service station has pioneered a distinctive service model featuring regular time slots plus appointment-based handling. A fixed service window is available every Tuesday afternoon of the first week each month to deliver routine business processing. An online reservation channel via the official WeChat official account has been launched. For foreign talents with urgent service demands, one-on-one online guidance or on-site offline services are provided, striking a balance between standardized procedures and flexible arrangements.

Consolidate the Guarantee of Talent Living Services
The event featured bilingual Chinese-English presentations on supporting services themed around legal protection and healthcare.Guangdong Xinda (Guangming) Law Firm delivered a public welfare legal service lecture focusing on the employment of foreign nationals in China. It systematically interpreted frequently encountered issues including employment qualification compliance, labor contract rights and interests, social insurance and individual income tax, housing and daily living, residence permits as well as cross-border compliance, and clarified key rules covering bilingual labor contracts, bilateral social insurance exemption agreements and tax resident identification.
As one of Shenzhen’s first pilot international medical institutions and a designated medical service provider for APEC health security, the International Medical Center of the Seventh Affiliated Hospital of Sun Yat-sen University introduced its international-oriented medical supporting services on site. All staff members of the center are proficient in foreign languages, offering bilingual online services, a 24-hour hotline, exclusive patient escorts and emergency green channels. To date, the center has served nearly 15,000 patients from 15 countries across the globe, as well as Hong Kong, Macao and Taiwan regions.
Representatives of foreign talents were also presented with the world’s first AI City Travel Card—the Shenzhen City Travel Card at the event. Integrating multilingual intelligent translation and full-scenario tourism service functions, the card enables holders to access an exclusive cultural and tourism service webpage simply via NFC touch, providing one-stop access to practical Shenzhen living information, including entry and exit guidelines, communication network configuration, payment instructions, currency exchange, emergency contacts, cultural etiquette and other useful tips.
Embedded with a global large AI translation model, the card supports mutual translation among 145 languages and is equipped with Chinese-English bilingual electronic guides. It also consolidates cultural and tourism resources of scenic spots and commercial districts in Shenzhen and surrounding areas. The card delivers a smart travel experience allowing foreign talents to travel conveniently with just one card, helping them quickly get familiar with the urban environment and integrate into local life in Shenzhen.
Science π Party: Cross-Border Exchanges Fuel Innovation Vitality
During the event, the thematic sharing session entitled Science π Party · Returning Innovators in Xinhu was held alongside the main ceremony, building an efficient communication bridge connecting scientific research, industries and talents.
Zhuang Pingping, General Manager of Liying Biotechnology and a representative of returned overseas talents, delivered an English speech based on her experiences of studying abroad and starting a business back in China. She shared her thoughts on choosing Guangming Science City as her entrepreneurial starting point, as well as her authentic experience in Xinhu where research resources are readily accessible and life is pleasant and comfortable. From the perspective of a returned innovator, she put forward suggestions on improving the international service system, fostering an open innovation ecosystem and building a multicultural community. Representatives of participating international talents spoke actively on topics including entrepreneurial support, research achievement commercialization and living supporting facilities. This event serves as a vivid practice of X-CASA in linking diverse parties and facilitating communication and integration.
It is reported that as the exclusive service hub for the first international talent block in Guangming District, the X-CASA Talent Development Liaison Center has adhered to the philosophy of "Breaking Boundaries, Promoting Integration" since its launch in March this year. It has established a service system covering 5 major categories with 18 specific services, and is staffed with bilingual specialists and equipped with translation devices. Its "Achievement Supermarket" has listed more than 110 scientific research achievements, and over 30 branded events including the Excellent Talents & Innovative Bay Area · X-SPARK Science Curator Salon have been held. The hub has also rolled out talent financial service packages, international SIM cards and preferential offers for the Xiaoxin Talent Hostel, alongside welcome gift packages named "First Encounter with Xiaoxin" and a series of talent-themed activities. It has gradually built a full-cycle talent service network encompassing government affairs services, entrepreneurial support and living amenities, emerging as a fine window for showcasing Shenzhen’s image and serving foreign talents.
