为严格落实中国二十二冶近期关于海外业务发展的各项部署与工作指导意见,切实将各项工作转化为事业部的落地行动,7月5日,中国二十二冶海外事业部组织召开2026年年中市场营销工作会议,会议旨在全面复盘上半年海外市场开拓成果,精准研判当前海外营销形势,清晰部署下一阶段重点任务,进一步凝聚全员共识、压紧压实营销责任,抢抓海外市场发展机遇,强化内外协同联动,以务实举措统筹谋划下半年攻坚举措。海外事业部总经理、党委副书记郭孔松出席会议并作工作部署,总经理助理刘跃齐主持会议。

To fully implement the recent arrangements and work guidelines issued by MCC22 regarding overseas business development, and translate all relevant requirements into actionable plans for the Division, the Overseas Engineering Division of MCC22 convened its 2026 Mid-Year Marketing Work Conference on July 5. The conference comprehensively reviewed the overseas market development achievements of the first half of the year, conducted an accurate analysis of the current overseas marketing landscape, clarified key tasks for the next stage, further unified all staff’s understanding, consolidated marketing responsibilities, seized opportunities for overseas market expansion, strengthened internal and external coordination, and formulated practical plans for the second-half-year campaign. Guo Kongsong, General Manager and Deputy Party Secretary of the Division, attended the conference and delivered work arrangements, while Liu Yueqi, Assistant General Manager, presided over the meeting.

Guo Kongsong conveyed the spirit of the Mid-Year Marketing Conference of MCC22 and announced two core requirements. First, given tightening domestic project resources, the Division must focus intensive efforts on tapping overseas markets, improve a comprehensive tracking and coordination mechanism for overseas projects, and build a professional marketing team. Second, prominent problems persist in current marketing operations, and rectification efforts need to be intensified. The conference judged that the full-year marketing situation will remain challenging, and defined the primary directions for marketing work in the second half of the year. To comprehensively strengthen the overseas marketing system, Guo Kongsong put forward seven key campaign measures as follows:

健全全流程标准化投标管控机制,固化投标全周期专项会议制度,压实商务审核把关责任,针对重大项目建立跨部门协同专班,理顺内部统筹联动流程。

深化内外协同合作体系建设,前置项目可行性研判规避资源浪费,常态化维护外部合作单位关系,持续夯实企业市场协同根基与行业话语权。

建立重点项目常态化调度报送机制,完善向上汇报渠道,固定班子周度项目研讨议程,实现市场堵点难点快速归集、高效决策处置。

推进组织架构系统性优化重塑,精简部门编制、严控人员总量,资源全面向前端营销倾斜,明晰各中心职能定位,简化内部管理流程,打造轻量化、专业化业务运行体系。

有序推进海外属地机构实体化培育,依托优质落地项目赋能区域实体公司建设,稳定核心骨干团队,储备属地各专业条线人才,强化海外自主经营能力。

树牢实干实效的营销政绩导向,摒弃形式主义,以订单签约落地为核心标尺,依托存量在执项目构建区域良性经营循环,集中攻坚标杆大项目,多方补充订单缺口,全力冲刺全年签约目标。

Establish an integrated domestic and overseas system for discovering, collecting and evaluating project information. Expand resource channels, coordinate overseas resident institutions to conduct full-scale screening of market leads, and form a closed-loop management model featuring centralized collection, tiered evaluation and dedicated follow-up, so as to effectively improve the efficiency of market visits and information conversion.

Improve a standardized whole-process bid management and control mechanism. Formalize special meetings covering the entire bidding cycle, enforce accountability for commercial review and verification, set up cross-departmental coordination task forces for major projects, and streamline internal coordination procedures.

Deepen the development of internal and external coordination systems. Conduct advance feasibility studies on projects to avoid resource waste, maintain regular communication with external partners, and continuously consolidate the Division’s market coordination foundation and industry influence.

Formulate a regular reporting and scheduling mechanism for key projects. Optimize upward reporting channels, set fixed weekly project discussion agendas for the leadership team, and enable rapid collection and efficient decision-making on bottlenecks and difficulties in market development.

Foster a performance-oriented marketing culture centered on tangible results. Eliminate formalism, take signed order volume as the core assessment standard, build sound regional operation cycles based on ongoing existing projects, concentrate efforts on securing landmark large-scale projects, fill order gaps through multiple channels, and strive to hit the full-year order signing targets.
