北京时间今天（6月18日）凌晨，据美国官员证实，美国总统特朗普和伊朗总统佩泽希齐扬已签署了美伊谅解备忘录。

（Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran）
美利坚合众国和伊朗伊斯兰共和国已于【日期】真诚地共同商定以下内容：
The United States of America and the Islamic Republic of Iran have jointly agreed in good faith on [date] on the following:
1、伊朗、美国及其在本次战争中的盟友，通过签署本谅解备忘录，宣布在包括黎巴嫩在内的所有战线立即并永久停止军事行动，并承诺今后不再相互发动任何战争或军事行动，不再相互使用或威胁使用武力，并保障黎巴嫩的领土完整与主权。最终协议将确认永久性结束所有战线战争，尤其是黎巴嫩，以及本条所涉其他内容。
The United States of America and the Islamic Republic of Iran and their allies in the current war, by signing this M.O.U., declare the immediate and permanent termination of military operations on all fronts, including in Lebanon, and undertake from now on not to initiate any war or any military operation against each other, and to refrain from the threat or use of force against each other, and ensuring the territorial integrity and sovereignty of Lebanon. The final deal will confirm the permanent termination of the war on all fronts, including in Lebanon, and other provisions of this paragraph.
2、伊朗与美国承诺相互尊重彼此的主权与领土完整，并避免干涉对方内政。
The United States of America and the Islamic Republic of Iran undertake to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.
3、伊朗与美国承诺在最多60天内进行谈判并达成最终协议，经双方同意可延长。
The United States of America and the Islamic Republic of Iran commit to negotiating and achieving the final deal in a maximum of 60 days (extendable by mutual consent).
4、在签署谅解备忘录后，美国将立即开始解除其对伊朗的海上封锁及任何干扰或阻碍，并在30天内全面结束海上封锁。美国还承诺在最终协议达成后30天内，从伊朗周边区域撤出其军事力量。
Immediately upon the signing of this M.O.U., the United States of America will begin the removal of its naval blockade and any disturbances or impediments against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days. The United States of America further undertakes to remove its forces from the proximity of the Islamic Republic of Iran within 30 days after the final deal.
5、签署本谅解备忘录后，伊朗伊斯兰共和国将尽最大努力制定相关安排，允许商船在仅限60天的时间内，免费且安全地从波斯湾通行至阿曼海（反之亦然）。商船通行将立即开始。考虑到伊朗需要消除相关技术与军事障碍以及进行排雷等必要工作，将在30天内恢复正常通行。伊朗伊斯兰共和国将与阿曼苏丹国进行对话，以按照适用的国际法和霍尔木兹海峡沿岸国家的主权权利，与其他波斯湾沿岸国家共同讨论定义霍尔木兹海峡未来管理和海事服务的事宜。
Upon the signing of this M.O.U., the Islamic Republic of Iran will make arrangements using its best efforts for the safe passage of commercial vessels with no charge for 60 days only from the Persian Gulf to the Sea of Oman and vice versa. The traffic of commercial vessels will immediately start, and considering the need for removing the technical and military obstacles and de-mining by the Islamic Republic of Iran, will be instated within 30 days. The Islamic Republic of Iran will conduct dialogue with the Sultanate of Oman to define the future administration and maritime services in the Strait of Hormuz, in discussion with other Persian Gulf littoral states in line with the applicable international law and the sovereign rights of coastal states of the Strait of Hormuz.
6、美国承诺将与其地区伙伴一道，为伊朗的经济重建与发展制定一项经双方同意的确定计划，并提供至少3000亿美元的资金。该计划的执行机制将作为最终协议的一部分，在60天内敲定。美国将提供相关金融交易所需的一切批准、豁免和许可。
The United States of America undertakes with regional partners to develop a definitive, mutually agreed plan with at least USD 300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for the implementation of this plan will be finalized as part of a final deal within 60 days. All required licenses, waivers, and permissions needed for the relevant financial transactions will be granted by the United States of America.
7、美国承诺将在最终协议所规定、经双方同意的时间表内，终止针对伊朗的所有制裁，包括联合国安理会决议、国际原子能机构理事会决议，以及所有美国单边制裁。双方承认上述制裁问题的重要性，并表示在谈判中立即处理这些问题，已达成双方同意的结果。
The United States of America undertakes to terminate all types of sanctions against the Islamic Republic of Iran, including the United Nations Security Council resolutions, i.e. IAEA Board of Governors resolutions, and all unilateral US sanctions, primary and secondary, in an agreed upon schedule as part of the final deal. The Islamic Republic of Iran and the United States of America acknowledge the critical importance of the sanctions determination issue above mentioned, and expressed their intentions to immediately address these issues in the negotiations in order to achieve mutual agreement on them.

The Islamic Republic of Iran reaffirms that it shall not procure or develop nuclear weapons. The United States of America and the Islamic Republic of Iran have agreed to resolve the disposition of stockpiled enriched material pursuant to a mechanism that will be mutually agreed upon in accordance with the schedule mentioned in paragraph seven, with the minimum methodology to be down-blending on site under the supervision of the IAEA. The two parties also agreed to discuss the issue of enrichment and other mutually agreed matters related to the Islamic Republic of Iran’s nuclear needs, based on a satisfactory framework being agreed upon in the final deal. The final deal will confirm the provisions of this paragraph. The United States of America and the Islamic Republic of Iran acknowledge the critical importance of the nuclear issues above mentioned and express their intention to immediately address these issues in the negotiations in order to achieve mutual agreement on them.
9、在最终协议达成前，美利坚合众国和伊朗伊斯兰共和国同意维持现状。伊朗伊斯兰共和国将在其核计划方面维持当前现状，而美利坚合众国不会对伊朗实施任何新的制裁，也不会在该地区部署更多军事力量。
Pending the final deal, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program, and the United States of America will not impose any new sanctions and will not deploy additional forces in the region.
10、美国承诺，在签署本谅解备忘录后立即为伊朗原油、石化产品及其衍生品出口，以及银行交易、保险、运输等在内的所有相关服务提供由财政部签发的豁免，直至制裁终止。
The United States of America undertakes that immediately upon the signing of this M.O.U. and until the termination of sanctions, U.S. Department of Treasury will issue waivers for the export of Iranian crude oil, petroleum products, and derivatives, and all associated services, including banking transactions, insurances, transportation, etc.
11、美国承诺，通过执行本谅解备忘录，使伊朗所有受限制或被冻结的资金和资产完全恢复可使用状态。美国与伊朗将在谈判过程中，就这些资金解冻的具体程序达成一致。
The United States of America undertakes to make fully available for use the frozen or restricted funds and assets of the Islamic Republic of Iran (phased, performance-based; funds usable per Iran’s central bank designation, with necessary licenses issued).
12、伊朗与美国同意建立一个执行机制，以监督本谅解备忘录的顺利实施以及未来对最终协议的遵守情况。
The United States of America and the Islamic Republic of Iran agree that an executive mechanism will be established to monitor the successful implementation of this M.O.U. and the future compliance of the final deal.
13、在签署本谅解备忘录后，并以备忘录第1、4、5、10和11条的启动与持续执行为前提，伊朗与美国将专门就其余条款展开最终谈判。
After signing this M.O.U., and subject to the beginning of the implementation of paragraphs 1, 4, 5, 10 and 11 of this M.O.U., and the continuing implementation of these measures, the United States of America and the Islamic Republic of Iran will start negotiations regarding the final deal exclusively on the other paragraphs.
14、最终协议将通过联合国安理会的一份具有约束力的决议予以确认。【关于基于履约情况、区域稳定措施、实施监督、重建基金（至少3000亿美元）细节、核查规程以及永久协议的其他辅助条款等方面进行动态调整的附加框架条款。】
The final deal will be endorsed by a binding UNSC resolution.[Additional framework provisions on dynamic adjustments based on compliance, regional stability measures, supervision of implementation, details of the reconstruction fund (at least $300 billion), verification protocols, and other supportive clauses for the permanent agreement.]
值得注意的是，此备忘录为框架协议，旨在结束战争、重新开放霍尔木兹海峡等，许多细节推迟至60天内最终协议谈判。
