Indonesian developer Jakarta Propertindo is preparing request for proposal (RFP) documents to develop three waste management facilities with private partners.
The projects - known as Intermediate Treatment Facilities - have already received more than 100 letters of interest from local and international companies, Project Director Aditya Laksana said in an emailed statement.
Laksana did not provide an estimated timeline for the selection of a partner, or the completion of the feasibility study.
The three facilities, to be located in South, West, and East Jakarta, are expected to have a combined total cost of USD 900m, a project teaser said.
The three facilities will have a combined capacity to process 6,600 tons per day, the marketing document added.
The ownership structure of the project has not been decided yet, Laksana said.
Whether the project includes an energy component is subject to the findings of the feasibility study and the final decision of the Jakarta government, the official added.
The company appointed PwC as consultant to prepare the pre-feasibility study and the preliminary business case, Laksana revealed in May.
The Agency for the Assessment and Application of Technology, a state-owned body focused on the development of technology, will act as technical advisor.
Last year, Jakpro partnered with the Finnish clean energy company Fortum to develop the Sunter waste-to-energy project in Jakarta at an estimated cost of USD 350m. The International Finance Corporation, the financing arm of the World Bank, is set to provide a financing package of up to USD 240m.
A source familiar with the project said that the signing of a final contract agreement with the Jakarta government has been delayed due to concerns regarding offtake risk allocation, and that the consortium is seeking government guarantees to make the project bankable.
The Sunter project signed a PPA with the state-owned company Perusahaan Listrik Negara (PLN) in October 2019.
