新华社达喀尔8月18日电（记者邢建桥）巴马科消息：据马里媒体18日报道，马里当天发生军人哗变，总统凯塔和总理西塞被扣留在军营。
马里最大门户网站援引安全部门的消息报道说，当天早晨，距马里首都巴马科约15公里的库利科罗地区卡蒂镇一处军营发生哗变。西塞随后发表声明，呼吁哗变人员放下武器，与政府开展对话。不久后，哗变军人抓扣凯塔和西塞，并将两人带到军营。
另有消息说，军人哗变由迪奥、卡马拉和登贝莱三人领导，截至目前他们尚未表达其诉求。
马里国防和退伍军人部一名官员当天早些时候在接受新华社记者采访时说，有军官利用早操时间鼓动军人哗变，一些军人朝天上开枪后前往军火库。
卡蒂镇居民通过电话告诉新华社记者，他们当天早上听到卡蒂军营里枪声大作。
非盟委员会主席法基18日下午在社交媒体上证实凯塔和西塞已被哗变军人扣留。法基表示，他强烈谴责对凯塔和西塞的扣留，要求军人立刻释放两人。
除非盟外，联合国、欧盟、西非国家经济共同体等国际和地区组织，以及法国等国家已对这起事件表示谴责。
被哗变军人扣留在卡蒂镇军营的马里总统凯塔18日晚在马里国家电视台发表讲话说，他决定立刻辞去一切职务，同时解散马里国民议会和政府。
凯塔在讲话中感谢马里人民多年来对他的支持。
其实早再在七月月底 外交部就提醒过：
提醒中国公民暂勿前往马里中北部地区，谨慎前往包括首都巴马科在内的马里其他地区。如当事人坚持前往，由于提供领事保护与协助而产生的费用，将由个人承担。
外交部发布这条外交提醒原因有二，一是近期马里国内针对平民、军队的恐怖袭击事件不断增加，且出现大量的反政府示威游行，二是马里的新冠肺炎累计确诊病例已经逼近2700
在资源方面，马里比较具有潜力的主要是黄金、钻石以及铁、锂、磷酸盐、石灰石等。据苏苏互·邓贝雷介绍，马里是非洲第四大黄金生产国。最近10年来，马里在矿业尤其是黄金生产方面发展很快，2018年其生产黄金61吨，出口额达47650万欧元，占马里GDP的7%。目前，来自澳大利亚、加拿大和南非的共13个矿业公司在马里进行黄金开采。
据了解，上世纪90年代中期起，马里成为西非吸引外资投资额度最大的国家。目前，黄金占马里矿业产值的95％以上。马里也因此已成为仅次于南非、加纳和津巴布韦之后的非洲第四大黄金生产国，并且从生产势头看，有可能超过津巴布韦成为非洲第三大金生产国。目前，有近20家跨国公司在马里从事黄金勘查并取得了不少矿业权。如，南非兰德黄金资源公司与西非黄金公司及在马里从事黄金勘查的加拿大初级资源公司，此外还包括来自美国、韩国的矿业公司。
除金外，马里还有较丰富的其他矿产资源，如金刚石、石油及锂。澳大利亚的Ashton矿业公司(占51％)与Mink国际公司(49％)联合在马里的 Kenieba金刚石特许权区勘查金刚石。金刚石或成为马里另一个重要的收入来源。目前，加拿大两家石油公司合并组成的Strati公司在马里实施三个石油勘查项目。资料显示，马里的锂储量约达14万吨。不过尽管马里矿产丰富，这个时间点...还是注意安全吧。

In a televised address, Mr Keïta said he was also dissolving the government and parliament.
"I want no blood to be spilled to keep me in power," he added.

(CNN) Mali's President Ibrahim Boubacar Keita announced he is resigning immediately, according to a statement aired on national broadcaster ORTM.
The president said he had little choice to avoid any bloodshed, and the country's national assembly and government would now be dissolved.
Troops arrested the president and Prime Minister Boubou Cisse in a suspected coup earlier Tuesday, according to the chairman of the African Union.
Moussa Faki Mahamat condemned news of the arrests, in a tweet posted Tuesday.
"I strongly condemn the arrest of President Ibrahim Boubacar Keita, the Prime Minister and other members of the Malian Government and call for their immediate release," Mahamat wrote.
He added that he called on "the mutineers to cease all use of violence," and asked the international community to oppose any use of force.
The United Nations Security Council will hold an emergency meeting to discuss the situation on Wednesday, two UN diplomat sources told CNN on Tuesday.
The UN talks were requested by France and Niger, according to the diplomatic sources. The sources spoke on the condition of anonymity, as they were not authorized to speak on the subject.
Earlier on Tuesday, Malian Prime Minister Cisse had posted a plea to troops on Facebook, asking the military to put down its arms and engage in dialogue.
"The government calls for reason and a patriotic sense and asks for the use of arms to be stopped. There are no problems that cannot be solved in dialogue," Mali's prime minister wrote, in a statement that appears to have been posted before his reported detention.
Unrest across Bamako
On Tuesday, crowds took to the streets in Bamako, surrounding the capital city's independence monument. In footage of the city, protesters on motorbikes could be seen cheering at news of the suspected coup, while some opposition supporters celebrated with Malian flags and vuvuzelas.
Elsewhere, more than a thousand people gathered outside the president's house, though they were prevented from entering by soldiers. However, protesters did enter and loot the empty house of Keita's son Karim, which is located nearby. Karim Keita resigned in July from his post as head of parliament's defense committee amid a spike of violence and calls for his father's resignation.
A building owned by Mali's Minister of Justice was also looted and set on fire.
The unrest in Mali's capital followed reports of an attempted mutiny Tuesday morning at a military camp 15 km outside of the city, confirmed to CNN by a diplomatic source who had been briefed by local officials. The source spoke on the condition of anonymity, as they were not authorized to speak on the subject.
