On December 29th, Zheng Zhajie, the director of the National Development and Reform Commission, signed Decree No. 7, “Guiding Catalogue for Industrial Structural Adjustment (2024 Edition)”, which was approved during the 6th committee meeting on December 1st, 2023, and is now announced. It will be implemented starting from February 1st, 2024, and the “Guiding Catalogue for Industrial Structural Adjustment (2019 Edition)” will be abolished at the same time. Great joy! The country encourages the production of ultrafine heavy calcium and nano calcium, and the restrictions on calcium carbonate are no longer applicable!
On July 14, 2023, the National Development and Reform Commission issued the newly revised “Guidance Catalog for Industrial Structural Adjustment (2023 Draft for Soliciting Opinions)”, which classified calcium carbonate as a restricted category. This continues the classification of calcium carbonate as a restricted category in the 2020 “Industrial Catalog”. This has received extensive attention from calcium carbonate enterprises, production areas, and the government. After calcium carbonate was classified as a restricted category in the 2020 version of the “Industrial Catalog”, the approval of new calcium carbonate projects in major production areas such as Guangxi, the largest calcium carbonate production area in the country, was severely affected. Some projects failed to pass the approval, new projects were either unable to proceed, temporarily suspended, or required modification of project products. This has to varying degrees constrained the development of important calcium carbonate production areas and even the calcium carbonate industry in China.
