In the current mining industry, there is no topic that attracts more widespread attention than rare earth resources. As special minerals with both strategic value and sensitivity, they have directly drawn intense attention from governments of various countries and industry giants: Officials from the embassies of the United States, Canada, Australia and other countries in China, experts from the U.S. Department of Energy, as well as senior executives and seasoned experts from leading international mining enterprises, all closely monitor their development trends.

In the mining sector, rare earths are undoubtedly a core focus. It is widely recognized in the industry that China occupies a dominant position in the production of products with rare earths as key elements and the layout of the entire industrial chain. This pattern did not come into being overnight; rather, it is the inevitable result of decades of continuous efforts in technological R&D and increasing investment in the industry. Today, rare earths have long transcended the category of ordinary minerals and become strategic core materials driving global technological innovation and energy transition.
从定义来看，稀土并非“稀有土壤”，而是 17 种镧系元素及钪、钇共 19 种金属元素的统称。虽名为“稀土”，但其在地壳中的总量并不稀少，真正稀缺的是高品位、易开采的矿床；且多数稀土矿伴生放射性元素，分离提纯难度极大，这使得稀土产业从勘探、开采到冶炼分离均需突破核心技术壁垒。
By definition, rare earths are not “rare soil” but a general term for 19 metallic elements—including 17 lanthanide elements as well as scandium and yttrium, totaling 19. Despite being called “rare earths”, their total amount in the Earth’s crust is not scarce; what is truly scarce are high-grade and easily extractable ore deposits. Moreover, most rare earth ores are associated with radioactive elements, making them extremely difficult to separate and purify. This means that the rare earth industry must overcome core technological barriers in every stage from exploration and mining to smelting and separation.
从应用价值来看，稀土堪称“工业维生素”与“科技催化剂”。在传统领域，它是特种钢材、高端陶瓷、精密仪器的关键添加剂；在战略新兴产业中，稀土更是不可或缺的核心材料 —— 新能源汽车的驱动电机依赖钕铁硼永磁体，每辆电动车需消耗 2-5 公斤稀土永磁材料；风力发电机的大型转子、智能手机的芯片与摄像头、导弹的制导系统、卫星的太阳能电池板等，均离不开稀土元素的独特性能。据行业数据显示，全球每 6 项高新技术发明中，就有 1 项与稀土直接相关，其战略地位可见一斑。
In terms of application value, rare earths are known as the “vitamin of industry” and “catalyst for technology”. In traditional fields, they serve as key additives in special steel, high-end ceramics, and precision instruments; in strategic emerging industries, rare earths are even more indispensable as core materials. For instance, the drive motors of new energy vehicles rely on neodymium-iron-boron (NdFeB) permanent magnets, with each new energy electric vehicle consuming 2-5 kilograms of rare earth permanent magnet materials. Additionally, large rotors of wind turbines, chips and cameras of smartphones, guidance systems of missiles, and solar panels of satellites all cannot function without the unique properties of rare earth elements. According to industry data, 1 out of every 6 high-tech inventions worldwide is directly related to rare earths, which clearly demonstrates their strategic importance.
全球稀土产业格局长期呈现“资源分布分散、加工集中中国”的特点。从资源储备看，中国、越南、俄罗斯、巴西等国均有一定储量，但中国凭借率先突破的冶炼分离技术（纯度可达 99.999%以上）、覆盖“矿山开采—冶炼分离—功能材料—终端应用”的全产业链配套，长期占据全球80%以上的稀土冶炼分离产能，以及60%以上的稀土功能材料产量。近年来，为推动产业高质量发展，中国不断加强稀土资源管控，通过出台产能配额、提升环保标准等政策引导行业从“量增”向“质优”转型，同时加大稀土永磁、储氢、发光等高端材料的研发投入，进一步巩固产业链优势。
The global rare earth industry pattern has long been characterized by “scattered distribution of resources and concentrated processing in China”. In terms of resource reserves, China, Vietnam, Russia, Brazil and other countries all have certain reserves. However, relying on its pioneering breakthroughs in smelting and separation technology (with a purity of over 99.999%) and a complete industrial chain covering “mining-smelting and separation-functional materials - end-use applications”, China has long accounted for over 80% of the world’s rare earth smelting and separation capacity and over 60% of the global output of rare earth functional materials. In recent years, to promote high-quality industrial development, China has continuously strengthened the management and control of rare earth resources. Through policies such as issuing production quotas and raising environmental standards, it has guided the industry to transform from “pursuing quantity growth” into “pursuing quality excellence”. Meanwhile, China has increased R&D investment in high-end materials such as rare earth permanent magnets, hydrogen storage materials, and luminescent materials to further consolidate its advantages in the industrial chain.
与此同时，全球主要经济体也纷纷将稀土纳入国家安全战略范畴：美国通过《国防生产法》加大本土稀土产能扶持，欧盟发布《关键原材料法案》保障稀土供应链安全，日本、韩国则通过海外投资布局稀土资源。这种全球范围内的战略博弈，让稀土不仅是一种矿产资源，更成为牵动国际关系、产业竞争的核心要素，其未来发展动态将持续影响全球科技与能源转型进程。
At the same time, major global economies have also incorporated rare earths into their national security strategies: The United States has increased support for domestic rare earth production capacity through the Defense Production Act; the European Union has issued the Critical Raw Materials Act to ensure the security of the rare earth supply chain; and Japan and South Korea have arranged the layout of rare earth resources through overseas investments. This global strategic competition has made rare earths not only a mineral resource but also a core element that exerts a significant impact on international relations and industrial competition. Their future development trends will continue to impact the process of global technological and energy transition.
